ITEM TITLE: Resolution Adding the advisory question dealing with
runoff elections to the November, 1986 ballot

At its June 10, 1986 meeting, Council directed the City Attorney to prepare an
advisory item to the ballot dealing with runoff elections. This resolution
would put that item on the November, 1986 ballot.
RECOMMENDATION: It is my recommendation that we amend the resolutions
dealing with the November ballot to include the advisory question dealing with
runoffs.
BOARDS/COMMISSIONS RECOMMENDATION: The Charter Review Committee was
informed of Council's action and generally concurred.
DISCUSSION:
At its meeting on June 10, 1986, the City Council reviewed the recommendations
of the Charter Review Committee and decided to put two items on the ballot for
November of 1986. Those two items dealt with an expanded definition of the
police power supporting emergency ordinances and a consolidation of City
elections with general statewide elections.
Council raised a number of other issues which had previously been discussed by
the Charter Review Committee and considered the question as to whether they
too should be put on the ballot. After much discussion, Council decided to
limit the advisory vote to the question of runoffs. This being the case, the
item that must be forwarded to the Registrar of Voters is very simple. We
would merely add the following question to the ballot:
Should the City of Chula Vista have YES
runoff elections? NO

We would clearly note that the question is advisory only. The real issues
involving runoffs would be dealt with in the arguments. There we would
address the desirability of having a majority vote versus the cost and
difficulty in timing of elections. There would also be an impartial analysis
by the City Attorney.
The actual ballot language has to be to the Board of Supervisors by August
8th. There are two scheduled Council meetings prior to that date, July 22nd
and August 5th. The City Clerk has requested that we take final action by the
July 22nd meeting. The analysis and arguments do not have to be to the Board
until August 25th. We will have an opportunity to present them to the Council
and to revise them in light of any Council comments.
