HomeMy WebLinkAboutAgenda Statement 1986/07/15 Item 10 COUNCIL AGENDA STATEMENT Item 10 Meeting Date 7/15/86 ITEM TITLE: Resolution /° .4O/fApproving Final Map for Chula Vista Tract 84-13, Unit No. 2 (54 single family units) SUBMITTED BY: Director of 'ublic Works/City Engineer ( `" REVIEWED BY: City Manag-0'/ (4/5ths Vote: Yes No X ) The Final Map for CVT 84-13, Chula Vista Woods, Unit 2 has been reviewed by the Engineering Department and found to be in conformance with the Tentative Map approved by the City Council on November 13, 1984, by Resolution No. 11844 except for the grading revisions discussed herein. The engineers for Chula Vista Woods have submitted proposed revisions to approved grading and street improvements plans for Chula Vista Woods Subdivision. The proposed revisions arise from the inability to balance the earthwork (excavation and fill ) due to unexpected soil conditions. The proposed revisions affect the stub street (Nantucket Dr. ) extending to the northerly boundary of Unit 2 and are technically acceptable to the Engineering and Planning Departments. RECOMMENDATION: That Council adopt resolution as listed in the item title of this report. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The Final Map for CVT 84-13, Unit 2 (which is the legal document creating a total of 54 residential lots and granting easements within the subdivision boundary) is satisfactory to staff and is recommended for Council approval . All conditions of approval placed upon the Tentative Map have been met. The developer has paid all fees and submitted all required documents and bonds. Approval of the Map constitutes acceptance of all drainage, grading, general utility, and access easements within the subdivision. All of the streets within Unit 2 of the subdivision are private. However, the City is being granted general utility and access easements to maintain facilities within the streets (sewer, storm drain, etc. ) The 'subdivision improvement agreement to guarantee construction of the required improvements was approved by Council on June 17, 1986, in conjunction with approval of the Final Map for Unit 1 . Page 2, Item 10 Meeting Date 7/15/86 On November 13, 1984, the City Council approved the Tentative Map for Chula Vista Tract 84-13, Chula Vista Woods, consisting of 110 single family lots, and a private street system, which was to conform to City design standards. The project was to include a stub street to the north to provide an alternate access to the subdivision. The resolution provided for the elimination of the stub street if off-site grading was necessary and the developer was unable to obtain permission for the off-site grading. Construction of the stub street in accordance with the approved plans or with the proposed revisions does not require any off-site grading. On September 26, 1985, the City Engineer approved the grading plans for Chula Vista Woods. The required bonds were posted and a grading permit was issued for the work on October 29, 1985. The improvement plans for the streets and utilities were approved by the City Engineer on February 17, 1986. The plans called for the stub street to be approximately 6.5 feet below the original ground line. Soon after grading operations began, the consulting engineers informed the City that they were encountering soils which, when compacted, were shrinking to a much greater degree than expected. The available options were to import additional dirt at great expense, or to revise the design of the grading so that dirt available on site could be used to bring the earthwork into balance. The developer chose the second alternative and submitted revised grading and improvement plans for approval . The proposed revisions call for the stub street to be lowered an additional 6.5 feet at the northerly boundary to a total of approximately 13 feet below the original ground line. The Engineering and Planning Departments have reviewed the proposed revisions and found them acceptable and recommend approval of the proposed grading revisions as not being a significant deviation from the approved Tentative Map. Owners of the property adjacent to the north side of this project (United Enterprises, Inc. ) have indicated to us that they concur with the revisions. FISCAL IMPACT: None.
