On May 13, 1986 the City Council approved the Community Development Block
Grant (CDBG) budget for fiscal year 1986-87. Included in that approved budget
were funds for the organizations listed above. Agreements for supporting
these programs must be approved before funds can be released. Copies of the
proposed agreements are attached.
RECOMMENDATION: That the Council adopt the eight resolutions approving
agreements with the eight organizations.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The programs operated by the eight non-profit, community oriented
organizations are directed to principally low and moderate income persons.
The YMCA Family Stress Center operates a child abuse treatment program which
provides counseling services to families countywide. The agreement with the
Metropolitan YMCA of San Diego County specifies that the City will pay on a
monthly basis for the services of one full-time equivalent counselor at the
YMCA Family Stress Center to handle referrals from Chula Vista's Police

Department and other agencies serving the Chula Vista area regarding child
abuse cases. The Center is required to submit a quarterly report documenting
client information and staff time expended on cases.
Meals on Wheels, with voluntary workers, prepares meals for persons who are
unable, either because of chronic or temporary illness, disability, or age, to
prepare such meals for themselves. The agreement with South Bay Meals on
Wheels specifies that the City will pay operating expenses on a quarterly
basis and that the organization will submit quarterly reports containing
client information.
Jobs for Youth is a local service, operated primarily by volunteers, which
refers local youths to temporary and permanent job placements in the Chula
Vista area. The agreement specifies that the City will pay for operating
expenses of telephone, office supplies and salaries and that Jobs for Youth
will submit quarterly reports containing client information and an accounting
of granted funds expenditures.
The South Bay Community Services program assists in the prevention of juvenile
delinquency, and provides education, employment counseling , and community
education skills that enable residents to deal positively with their
community. The agreement with South Bay Community Services specifies that the
City will pay for the rent in advance directly to the lessor and reimburse the
organization monthly in arrears for utilities, office supplies and monthly
telephone expenses. South Bay Community Services is required to submit a
quarterly report to the City containing client and financial information.
The purpose of the Shared Housing Program, operated by South County on Aging
(SCCOA), is to match homeowners and home seekers who wish to share housing and
is aimed principally at low-income seniors and handicapped persons. The
agreement with SCCOA specifies that the City will pay for the operating
expenses of the program, including supplies and services, in advance on a
monthly basis. SCCOA is required to submit quarterly activity reports to the
City including client and financial information.
Ten Over Sixty operates a peer advocacy program for seniors, using volunteer
trained seniors to counsel and support their peers. Ten Over Sixty will use
its funds to pay the telephone, printing costs and miscellaneous office
costs. Ten Over Sixty will be paid in quarterly installments, and will submit
a program report at the end of each quarter to the City. The Recreation
Supervisor at Norman Park Center will oversee the program for the City.

assistance to persons referred from other agencies, and walk-ins. The
agreement with Lutheran Social Services specifies that the City will pay for
gasoline vouchers, prescriptions and food on a monthly basis for its Project

submit quarterly financial and activity reports.
The agreements for Woodlawn Park Community Center and Salvation Army will be
forthcoming, as certain details are still being considered.
FISCAL IMPACT: The total cost of the programs, $73,400, will be funded from

delinquency, and provides education, employment counseling , and community
education skills that enable residents to deal positively with their
community. The agreement with South Bay Community Services specifies that the
City will pay for the rent in advance directly to the lessor and reimburse the
organization monthly in arrears for utilities, office supplies and monthly
telephone expenses. South Bay Community Services is required to submit a
quarterly report to the City containing client and financial information.
The purpose of the Shared Housing Program, operated by South County on Aging
(SCCOA), is to match homeowners and home seekers who wish to share housing and
is aimed principally at low-income seniors and handicapped persons. The
agreement with SCCOA specifies that the City will pay for the operating
expenses of the program, including supplies and services, in advance on a
monthly basis. SCCOA is required to submit quarterly activity reports to the
City including client and financial information.
Ten Over Sixty operates a peer advocacy program for seniors, using volunteer
trained seniors to counsel and support their peers. Ten Over Sixty will use
its funds to pay the telephone, printing costs and miscellaneous office
costs. Ten Over Sixty will be paid in quarterly installments, and will submit
a program report at the end of each quarter to the City. The Recreation
Supervisor at Norman Park Center will oversee the program for the City.
Lutheran Social Services operates Project Hand, which provides emergency
assistance to persons referred from other agencies, and walk-ins. The
agreement with Lutheran Social Services specifies that the City will pay for
gasoline vouchers, prescriptions and food on a monthly basis for its Project
Hand office in Chula Vista. The group will submit a quarterly activity report
to the City.

Grant (CDBG) budget for fiscal year 1986-87. Included in that approved budget
were funds for the organizations listed above. Agreements for supporting
