No objections were presented, either orally or written. RECOMMENDATION: That Council put the ordinance on its first reading. BOARDS/COMMISSIONS RECOMMENDATION: The Board of Appeals and Advisors recommend adoption of the Uniform Building Code, 1985 Edition. DISCUSSION: All of the political jurisdictions in San Diego County are in the process of adopting the Uniform Building Code, 1985 Edition. As of this date, none of the San Diego County jurisdiction has completed the adoption procedure. The Building Industry Association and the San Diego Chapter of the American Institute of Architects, through their respective representatives at the monthly meetings of the San Diego Area Chapter, International Conference of Building Officials, endorses the adoption of the Uniform Building Code, 1985 Edition. Major changes to the Uniform Building Code, 1985 Edition is in Chapter 6 regulating buildings and structure in assemblies of large occupancy. Chapter 26 regulates the design and use of concrete. Chapter 6 has been revised to limit the height of bleachers, grandstands, and reviewing stands of combustible and non-combustible material for outdoor and indoor locations. Chapter 27 has revised the design strength for flexure without axial load and axial load with flexure. Also, wall design for eccentric loads and other lateral loads. The adoption of the Uniform Building Code, 1985 Edition is in conformance with City Council Policy 500-04 adopted by Resolution 5656 which endorses the establishment of Uniform Building Regulations in the jurisdictions of San Diego County.
