Ordinance :WA Approving the prezoning of approximately 45.75 acres as "F-1 " (Floodway Zone) and "A-8" (Agricultural Zone). SECOND READING AND ADOPTION SUBMITTED BY: Director of Planning ,;2(L/ REVIEWED BY: City Manager / (4/5ths Vote: Yes No ) The City of Chula Vista, on behalf of certain property owners, adopted a resolution (#12408) to initiate the annexation of approximately 45.75 acres of territory located southeasterly of the terminus of Mace Street, and extending in a southeasterly direction to the north facing slopes of the Otay Valley. The subject territory is within the City of San Diego and within the City of Chula Vista's Sphere-of-Influence. The total acreage in the proposed Mid-Otay is 61 .64 acres. One parcel consisting of 15.89 acres was prezoned A-8 as part of the Fenton/Lake prezoning. The proposed reorganization, called the "Mid-Otay Reorganization," involves the deannexation of the said acreage to Chula Vista. The proposed prezoning would enable these processes to move forward. The proposed "A-8" prezoning is this municipality' s agricultural zone which is closest to the City of San Diego's "A-1-10" zone. The minimum building site under "A-8" is 8 acres. The minimum building site under San Diego' s A-1-10 is 10 acres. Environmental Review The project is environmental Quality Act (CEQA)wofs1970 Class exemption under the California as amended. RECOMMENDATION: Concur with the recommendation of the Planning Commission. BOARDS/COMMISSIONS RECOMMENDATION: On June 11 , 1986, the Planning Commission, by a vote of 6-0 with one absent, adopted a resolution PCZ 86-D Page 2, Item 38 Meeting Dated 1- g-86 recommending that the City Council enact an ordinance to prezone within the Otay Valley and within the City of San Diego to A-8 (Agriculture) and F-1 (Floodway) zones as shown on Exhibit "A". DISCUSSION: 1 . Subject Property The project area, which lies within the Otay Valley, consists of two vacant parcels which have a total area of 45.75 acres. The area is traversed by the Otay River and is characterized by steep slopes along the southerly boundary. 2. General Plan The Otay-Mesa Nestor Community Plan of the City of San Diego designates that portion of the project area, which lies north of the Otay River, as "Low-Density Residential - 5-10 DU's acre. " The Otay River and the area south are designated "Parks and Public Open Space." The Chula Vista General Plan designates the area north of the Otay River as "Research and Limited Industrial" and the Otay River' s riparian margins are designated "Parks and Public Open Space" as shown on Exhibit "B". As the property is presently included in the Chula Vista General Plan, no further general planning action is required in conjunction with this reorganization. 3. Existing Zoning and Land Uses The City of San Diego has zoned the Otay River FW (Floodway) and both sides of the River as A-1-10 (Agriculture). The adjacent zoning and land uses are as follows: North M-54 Vacant, Single-Family Detached, Industrial (City of Chula Vista/Montgomery) South R-1-5 Single-Family Detached (City of San Diego) East RV15 Single-Family Detached, A70 Duplex, Vacant (City of Chula Vista/Montgomery) West A70 Vacant, Industrial (City of Chula Vista/Montgomery) CONCLUSION The proposed prezoning has been tailored to the City of San Diego' s Otay Mesa Community Plan, and its holding zone for the project area, "A-1-10." A resolve as to whether the property is to be industrial or residential would occur with the initiation of a specific plan or as part of the City' s General Page 3, Item 38 Meeting Dated 7-8-Se Plan Update which is now beginning. The prezoning affords flexibility in that regard. The proposed prezoning would enable the City of Chula Vista to plan the involved territory in an orderly expeditious manner. FISCAL IMPACT: The actual extent of revenues or expenditures is not known at this time.
