At 2:00 p.m. on June 25, 1986, in Conference Room 1 in the Public Services
Building, the City Engineer received sealed bids for "Construction of Library
Water Feature in the City of Chula Vista, California." The work includes
excavation and grading, construction of equipment vault, water feature,
concrete paving, plumbing, electrical work, planting shrub areas, resodding of
lawn areas and installation of irrigation system.
RECOMMENDATION: That Council reject bid.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Bids were received from two contractors as follows:
1 . Alex McLintock, Inc. - National City $107,288.00
(Invalid bid - no bid bond)
2. Brinegar and Fuller, Inc. 148,688.00
The bid by Alex McLintock, Inc. was not valid because no bid bond was
submitted with the bid. Therefore, only one valid bid was received even
though there were 11 companies who took out plans to bid the project. The low
valid bid by Brinegar and Fuller, Inc. was above the Engineer's estimate of
$75,000 by $73,688 or 98%. Staff has reviewed the bid and believes the
contractor's price for this project far exceeds what should be expected for
the scope of work outlined on the plans.
This was the second time that the City has bid this particular project. The
first time was in May of this year and we received only one bid by Live Water
Systems, Inc. of San Diego in the amount of $95,177.00.
At that time, staff believed that bid was excessive and rejected the bid.
Based on conversations with Live Water Systems, Inc. , some design changes were
made and the requirement to pay prevailing wages was deleted. Based on these
changes, staff believe the project should cost around $75,000.

Although we notified Live Water Systems, Inc. by mail , and advertised in the
trade papers, they missed submitting a bid. Staff has been in contact with
them and they are interested in bidding this project. Therefore, it is
recommended that we immediately rebid the project and receive bids on July 30
of this month. Staff will make a concerted effort to procure more bids from
qualified contractors.
