At 2:00 p.m. on June 11 , 1986, in the City Council Chambers in the Public
Services Building, the City Engineer received sealed bids for "J" Street
Median reconstruction between Broadway and I-5 Freeway in the City of Chula
Vista, California." The project was included in the 1983-84 and the 1984-85
budgets. The work includes demolition, salvage, irrigation and planting, and
concrete flatwork in the existing median island between Broadway and I-5
Freeway.
RECOMMENDATION: That Council reject bids.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Bids were received from three contractors as follows:
1 . Silver Strand Masonry and Cement Contractors - $ 62,435.70
San Diego
2. Valley Crest Landscape, Inc. - Chula Vista 143,186.00
3. Sapper Construction Co. - San Diego 169,950.00
The low bid by Silver Strand Masonry and Cement Contractors was below the
Engineer's estimate of $74,500 by $12,064.30 or 16.2%. We had reviewed the
bid and believed it to be excellent. However, subsequent to receiving the
bid, Silver Strand Masonry and Cement Contractors have reviewed their bid and
have presented us with a letter (copy attached) asking that their bid be
withdrawn due to an error in the bid price that they quoted for Item 6 (PCC
pavement) in their bid package. It is their contention that the price for
this item should have been $39,550.40 instead of the bid price of $16,311 . We
have reviewed the quantity of concrete pavement and concur that it is
approximately 10,000 square feet. Our estimate for performing this same work

bid and award the contract to Silver Strand Masonry and Cement Contractors.
Subsequently, should Silver Strand not execute the contract, the City could
collect their bid bond in the amount of $6,250.00.
Staff does not believe this to be in the best interest of the City. We would
not expect them to rebid the project if we collect on the bid bond. We
recommend that all bids be rejected because the second low bid far exceeds
staff's estimate for performing this work. The rejection of all bids will
release Silver Strand Masonry and Cement Contractors of their bid bond.
It is hoped that Silver Strand Masonry and Cement Contractors will rebid the
project correcting their error in item 6 of their bid. This was the third
time we have bid this project and have found it difficult to receive what
staff believes is an acceptable bid. Staff proposes to immediately rebid the
project again.

It is with our deepest regret that we are forced to withdraw our
contract for this job.
We are asking that our bonding be released.
This is due to an error in Item No. 6 where the measurements and square
footages were wrong. Also the unit price we were using was wrongfully
applied. The $2.50 per SF represented labor and material cost only.
An additional 52% of this cost should have been added to the $2.50 make-
ing a total of $3.80 per SF for l0,408 SF.
The total amount for Item No. 6 should have been $390550. 0.
We feel that the difference here is too large for us to overcome and
still satisfactorily complete the job as per plans.
