The Unified Disaster Council operates under the auspices of a Joint Powers Agreement which is now being brought before you for amendment to include the Hazardous Materials Emergency Response Program. RECOMMENDATION: That Council Adopt Resolution Amending Agreement '3OARDS/COMMISSIONS R.ECOM NENDATION: N/A DISCUSSION: The Unified Disaster Council is the governing body of the Unified San Diego County Emergency Services Organization. The Organization is a joint powers organization originally established in 1961. The County of San Diego and all sixteen incorporated cities in San Diego County are participating members . In 1979 this Joint Powers Agreement was amended to authorize a Unified San Diego County Emergency Services Organization. The Unified Disaster Council decided it would he appropriate to amend this agreement to allow the Hazardous Materials Emergency Response Program to become operational under the umbrella of the Emergency Services JPA. A task force was formed to- study "this proposal. This Task Force presented their recommendations to City/County Managers ' Association and to the full Disaster Council. Both groups approved the recommended changes to the JPA. The basic changes are as follows: 1. Section A.4 gives the Disaster Council the authority to establish operational and funding requirements for special programs that may be needed to combat major natural disasters or emergencies (such as the Fazardous Material Program) . 2 . Section C .6 states In the event a participating member contributes' more than the formula requires toward maintaining the Unified San Diego County Emergency Services Organization, that contributing ed." member shall determine where the excess contributions will be app 3 . Section C .7 states "In the event a non-participating organization or agency contributes funding to the Unified San Diego County Emergency Services Organization, that contributing organization or agency shall determine where the contribution will be applied." Section D. 2 allows the first and second Alternate Emergency Services Coordinators to be selected from County ranks or from the ranks of the City Managers . 5 . Section D.3 allows each member agency to designate a primary representative to the Disaster Council. This primary representative can be either a Council member or a staff member from the particular city. 6 . Section D. 4 states "Each participating member jurisdiction shall have one vote on the Unified Disaster Council. On April 25, 1986 , the Unified Disaster Council approved this third amended agreement. The Hazardous materials Emergency Response Program will commence shortly after July 1, 1986 .
