On January 14, 1986, Council accepted a report with a staff recommendation to
extend the agreement with CTS to operate HandYtrans for FY 1986-87 and FY
1987-88 (July 1 , 1986 through June 30, 1988) . This Fifth Amendment to the
agreement between the City and CTS for HandYtrans operation extends the
original agreement through FY 1987-88. In addition, the agreement between the
City and the ARC' s Starlight Center continues the coordinated service to
Regional Center clients attending Starlight Center and authorizes CTS to use
one Starlight Center vehicle for this service.
RECOMMENDATION: That Council approve:
1 . Fifth Amendment to agreement between the City of Chula Vista and CTS for
HandYtrans operation FY 1983-85; and
2. Agreement between the City of Chula Vista and the Association for Retarded
Citizens of San Diego for transportation services.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The Fifth Amendment to the agreement between the City and CTS contains a

The agreement between the City and the ARC continues the coordinated
transportation service among the City, ARC' s Starlight Center, and Regional
Center which started in 1982.
FISCAL IMPACT:
1 . The FY 1986-87 contract cost for HandYtrans service in the amount of
$215,317.18 is a 6% increase over the FY 1985-86 cost; the FY 1987-88
contract cost of $228,286.50 is a 6% increase over the FY 1986-87 cost.
2. The cost of the coordinated transportation program among the City, ARC,
and Regional Center is reimbursed totally to the City by Regional Center.

DISCUSSION:
The Fifth Amendment to the agreement between the City and CTS contains a
contract cost for 1986-87 of $215,317.18 based on an hourly rate of $32.54 and
6,617 vehicle service hours; and a cost of $228,286.50 for 1987-88 based upon
an hourly rate of $34.50 and 6,617 vehicle service hours.
CTS has completed the following improvements to the HandYtrans fleet:
interior and exterior repainting of 3 vehicles; mechanical overhaul ; and
replacement of the fourth spare van, which was not lift-equipped, with a lift-
equipped vehicle.

The agreement between the City and the ARC continues the coordinated
transportation service among the City, ARC' s Starlight Center, and Regional
Center which started in 1982.
