On June 11, 1986 , the Council passed Resolution No. 12047 , which was a
staff recommendation entering into a contractual agreement with South Bay
Community Services (SBCS) to provide juvenile counseling services for
1985-86 . This was a one year agreement with an option to renew for another
year.
RECOMMENDATION: That Council adopt Resolution

DISCUSSION:
The Chula Vista -Police Department has operated a very successful Youth
Counselor/Youth Diversion Program since 1972 . Until June of 1985, the
Department employed the Counselors . During the past year we have
contracted with the South Bay Community Services (SBCS) to provide our
counseling services . The staff feels that contracting with South Bay
Community Services (SBCS) is superior for several reasons, i .e. , the
professionals assigned have been highly qualified and dedicated
individuals and the contractual arrangement is financially more
advantageous . In summary, South Bay Community Services (SBCS) has
provided services to the Police Department and the community in several
ways . Approximately 90% of referrals come directly from the Police
Department. The other 10% of referrals are from schools, family, or self
referral. The reason for most referrals is for domestic or delinquent
behavior (75%) . Additional referrals are drug, school, or theft related
causes. Counseling services provided by South Bay Community Services
(SBCS) are family counseling (approximately 55%) , ,individual (approximately
30%) , and group counseling (approximately 15%) : The Counselors were also
responsible for putting together an "Information for Victims of Domestic
Violence" bilingual flyer for use by the Department (attached) . Staff is
very impressed with the efforts and cooperation displayed by the Counselors
assigned to the Police Department and look forward to continuing this
working relationship.
In 1984-85, the cost of the City hiring a Youth Counselor, including
fringe benefits, was approximately $31, 700 . South Bay Community Services
(SBCS) contracted for `21, 702 in 1985-86 . Last year's agreement
provided for one year service with an option to renew. Additionally, the
agreement called for quarterly evaluation reports . In fiscal year 1986-87,
South Bay Community Services is agreeing to provide these services for
$24, 970 .
FISCAL IMPACT:
$24 , 970 is budgeted in Account 1050-5200 for fiscal year 1986-87 .

INFORMATION FOR VICTIMS OF DOMESTIC VIOLENCE. SBCS Agreement
If you have become the victim of domestic violence, you have certain riahts and priveleges
under the law. This information is provided by the Chula Vista Police Department for your
convenience.
You may ask the District Attorney or City Attorney to file a criminal complaint for any
crimes committed. (A police report is required in order for a complaint to be reviewed.)
You may file a petition in Superior Court requesting any of the following orders for relief:
* An order restraining your attacker from abusing you or any other family members.
* An order directing your attacker to leave your household.
* An order preventing your attacker from entering your residence, school, business,
or place of employment.
* An order awarding you or the other parent custody of or visitation rights to your
minor child or children.
* An order restraining your attacker from molesting or interfering with minor
children in your custody.
* An order directing the party not granted custody to pay support of minor
children, if that party has,a legal obligation to do so.
* An order directing the defendant to make specified debit 'payments coming due
while the order is in effect.
* An order directing either or both parties to participate in counseling.
You have the right to file civil suit for losses suffered as a result of abuse, including
medical expenses, loss of earnings, and other expenses for injuries sustained and damage
to property, and any other related expenses incurred by the victim or by an agency that
shelters you.

Esta information es proporcionada por el departamento de policia de Chula Vista.
Usted se puede comunicar a las oficinas del ministerio publico (District Attorney) o
con el procurador del municipio (City Attorney), para levantar cargos de acuerdo con el
delito que se ha cometido. Es necessario dar parte o presentar una denuncia a la
policia para tramitar los cargos contra el acusado.
Usted puede presentar una demanda en el jusgado superior (superior Court) con el fin de
solicitar ayuda o socorro mediante una orden judicial autorisada por un juez (restraining
order). Una orden judicial impone restricciones a cualquier persona. Las ordenes
judiciales pueden ser el siguiente tipo:
* Una orden que contiene restricciones en ,contra de su agresor o asaltante.
La orden es autorisada para la proteccion de Usted y su familia.
* Una orden que obliga a su agresor o asalante a que se aleje o se retire de
su casa.
* Una orden que no permite al agresor o asaltante, entrada a su residencia,
escuela, negocio, a lugar de empleo.
* Una orden que le otorga a Usted o a uno de los dos padres, custodia, o derecho
de visitar a su nino o ninos menores de edad.
* Una orden que no permite al agresor o asaltante que moleste o interfiera con
ninos menores de edad que estan bajo su custodia.
* Una orden que obliga a una persona que no tiene custodia de su nino o ninos, a
que pague para mantener a esos ninos.
* Una orden que obliga al acusado a hater ciertos pagos de duedas que estan por
vencidas durante estos tramites.
* Una orden que obliga a una o ambos personas (acusado y agredido) a que participen
en sesiones de consejos.
Usted tiene el derecho de presentar una demanda civil por perdidas sufridas que fueron
causadas por maltrato y abuso. Esto incluye gastos medicos, perdida de sueldo y otros
gastos que resultaron en danos y perjuicios. Tambien incluye gastos contraidos por la
victima y las agencias que la protegieron.
