The lessees of the San Diego Gas and Electric Co. (SDG&E) property between
Industrial Blvd. and I-5 freeway north of Palomar Street have made application
to the City for vacation of that portion of a public alley lying within the
property. They propose to expand their R.V. storage facility now operating on
the westerly portion of the property.
At its meeting on June 17, Council adopted Resolution No. 12528 declaring its
intent to vacate the subject portion of public alley and setting the required
public hearing for July 8, 1986.
RECOMMENDATION: That Council hold the subject public hearing and adopt a
resolution ordering the vacation of the subject alley.
BOARDS/COMMISSIONS RECOMMENDATION: No Board or Commission action is
required for the vacation.
DISCUSSION:
In 1984, the San Diego Gas & Electric Co. (SDG&E) leased its property north of
Palomar Street between Industrial Blvd. and 1-5 freeway to Gretler-Gardner
Enterprises (see Exhibit A) . The lessee subsequently graded and paved the
westerly portion of the property for use as a storage area for recreational
vehicles. They are now proposing to enlarge the storage area and in that
connection they request that the City vacate the portion of the public alley
extending into the property.
The 20-foot wide public alley was dedicated on the subdivision map of
Harborside Unit No. 1 (Map No. 2119, recorded in 1928) . Subsequent to that
dedication, SDG&E acquired a 250-foot-wide strip of land through the
subdivision for its high voltage transmission lines coming from the South Bay
Power Plant. A portion of the alley crossing this strip was vacated by the
County in 1958. The area was unincorporated at that time. However,
approximately 300 feet of the alley remained, though not used as access
through the property.

Although the lessee is the applicant in this case, the underlying owner,
SDG&E, has submitted a letter to the City indicating its concurrence with the
desire to have the alley vacated.
All other utility companies have been contacted and they have responded with
no objections, with the exception of the Sweetwater Authority. It maintains a
water main traversing the property and crossing the north end of the subject
portion of the alley. An easement for those facilities is being reserved from
the vacation. The Sweetwater Authority has reviewed and approved the easement.
This alley is not in the City' s Master Plan and Planning Commission action is
not necessary. However, Planning Department staff has been contacted and has
no objection to the proposed vacation.
The general public will not be inconvenienced by this vacation, nor will any
properties (other than SDG&E's) be affected.
Council requested a report on amount and Code requirements for landscaping
this area. Attached is a report from the Planning Director discussing that
issue.
In accordance with the Streets and Highways Code, the subject public hearing
has been properly noticed by:
1 . Posting of notices along the portion of the alley proposed to be vacated;
2. Publishing the notice in the Star News; and
3. Notifying owners of those properties within a 300-foot radius of the
subject alley.
