The contract is in the amount of $177,840 which includes the Montgomery area. The Transit Coordinator is recommending two changes to the Route 32 service next fiscal year: deletion of the two last trips (11 :20 p.m. and 12:35 a.m. ) and extension of Route 32 to the Bayfront Trolley Station when the station opens in October 1986. These two modifications will be brought back to Council by MTDB in a First Amendment to the agreement before the trolley station opens in October. The total estimated revised annual cost for Route 32 service, including the extension to the Bayfront Station and the deletion of the two late evening trips is $193,000. San Diego Transit requires approval of these two service modifications by July 1 in order to implement these changes in fall 1986. RECOMMENDATION: That Council approve: 1 . The agreement between MTDB and City of Chula Vista for Route 32 service in the amount of $177,840; 2. Deletion of the two last trips on Route 32 which will be effective September 7, 1986; 3. Extension of Route 32 to the Bayfront Trolley Station, with the understanding that MTDB will submit a First Amendment to the City for approval to incorporate revised costs due to the deletion of the two trips and extension to the Bayfront station. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The Route 32 contract in the amount of $177,840 assumes the same level of service as is currently provided within the City of Chula Vista, with the Route terminating at the "H" Street Station. For Council 's information, the portion of Route 32 operating through the Montgomery area accounts for $109,169, or 61% of the total contract cost. It is also interesting to note that the operation in the Montgomery area has 53% of the 87,412 total miles through Chula Vista, but only carries 44% of the 169,131 total revenue passengers. Although the cost for Route 32 service through the Montgomery area is $109,169, the City of Chula Vista's Transportation Development Act (TDA) Article 4.0 apportionment for next fiscal year increased approximately $400,000 due to the Montgomery annexation. Page 2, Item 14 Meeting Date 6/24/86 It is somewhat difficult to compare next year' s agreement with the current year since this year' s agreement was amended in February 1986 to reflect the annexation of Montgomery to the City of Chula Vista for the six-month period, January-June. However, when comparing the Chula Vista portion only in next year' s agreement to the agreement for Route 32 service approved in June 1985 prior to annexation, the total cost has increased from $39,265 to $68,671 or 75%. This cost increase is due to a number of factors including: an increase in the SDT gross cost per mile from $3.6188 to $3.9851 ; reduced Federal Operating Assistance and State Transit Assistance Funds; and a reduction in passengers from 132,300 to 94,556, or 40%. The declining passengers may be attributed to two primary factors: a lower estimate of passengers carried next fiscal year by SDT staff due to an anticipated fare increase on SDT in January 1987; and competition from the Amarillo y Rosa service on Broadway. The contract for next fiscal year in the amount of $177,840 which includes the Montgomery area, reflects a net cost per passenger of $1 .05 and a net cost per mile of $2.03. The Transit Coordinator is recommending two changes to the agreement for Route 32 service which would be implemented in fall 1986. The first change is a deletion of the two last trips on Route 32 at approximately 11 :20 p.m. and 12:35 a.m. On-board passenger counts conducted by SANDAG indicate eight persons utilizing this service on the last trip and 15 on the next to the last trip in both north and southbound directions. This ridership is low compared to average ridership, and deleting these two trips would reduce the contract amount by approximately $7,000. Because of San Diego Transit' s scheduling requirements, the deletion of these two trips would be effective September 7, 1986. A second change is the extension of Route 32 to the Bayfront Trolley Station. When the trolley station opens, Council has approved the termination of CVT Route 705 at the Bayfront Station instead of at the "H" Street Station. Therefore, the only public transit service on Broadway between "H" Street and "E" Street will be provided by CVT 702A and service frequency will be reduced from the current 30 minutes to over one hour. The estimated total contract cost including the extension to the Bayfront Station, and the cost savings from the deletion of the late evening trips, will be approximately $192,000, or an increase of about $14,000 above the contract amount of $177,840 for service to the "H" Street Station. The cost per passenger estimate for this service expansion to the Bayfront Station will still be approximately $1 .05 per passenger, since SDT estimates an additional 11 ,000 passengers between October 1986 and July 1987 will be carried on Route 32 due to the extension to the Bayfront Station. MTDB is currently examining transit service in the Broadway corridor, which now is provided by SDT Route 32 and by the Amarillo y Rosa. MTDB anticipates that its study will be completed in July and any conclusions for service changes decided upon by September. However, any significant service changes in this corridor would not be implemented before January 1987. Therefore, until MTDB resolves this issue, the Transit Coordinator recommends contracting with MTDB for Route 32 service.
