SCOOT was established in August 1979 as a Joint Powers Agency between the City
of Chula Vista and the County of San Diego. SCOOT provides transit service to
both members and makes Transportation Development Act (TDA) claims against
each member's apportionment based on transit service provided. This agreement
specifies transit service provided by SCOOT in the City of Chula Vista.
RECOMMENDATION: That Council approve this agreement for provision of
transit service by SCOOT in the City of Chula Vista for FY 1986-87.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
On April 1 , 1986, SCOOT submitted a claim to SANDAG and MTDB in the amount of
$759,950 claimed against the City of Chula Vista's total FY 1986-87 TDA
Article 4.0 apportionment of $1 ,854,047. This claim amount included $751 ,110
for operations, $8,840 for proposed capital expenditures, leaving a balance of
$1 ,094,097. A portion of this balance will pay for San Diego Transit (SDT)
Route 32 service in the City of Chula Vista and the unclaimed apportionment
will remain in a reserve account and may be used for future capital or
operations expenditures.
The amount of transit service operated in the City of Chula Vista during
FY 1986-87 will be 552,869 revenue miles, about 14% higher than the current
year. This increase in service miles is due to the following service
expansions: a new CVT Route 707 which will begin service in September; a new
Route 706A loop which will begin in October and which will also serve the
Bayfront Trolley Station; and increased service to Community Hospital on Route
703. Projected net cost to the City (gross cost minus farebox revenue) for FY
1986-87 is $763,110, a 28% increase from this year' s estimated net cost of
$593,750 due to service expansion in FY 1986-87. Total passengers projected
for next fiscal year are estimated to be 868,436, a 20% increase over this
year's estimate of 724,690 passengers transported within the City of Chula
Vista. This large increase is due primarily to the service expansion
mentioned previously.

Except for updated costs and operating statistics projected for FY 1986-87,
all other major provisions of the FY 1986-87 agreement are the same as the
FY 1985-86 agreement.
SCOOT must submit a copy of this agreement to SANDAG by July 1 , 1986, in order
to release Chula Vista TDA funds for SCOOT operation for FY 1986-87.
FISCAL IMPACT: Following is a summary of TDA Article 4.0 funding to support
SCOOT operations in FY 1986-87.
