HomeMy WebLinkAboutAgenda Statement 1986/06/24 Item 10 COUNCIL AGENDA STATEMENT l Item 1 0 Meeting Date 6/24/86 ITEM TITLE: Resolution Approving the concept plan for Harborside Elementary School Playground/Park and authorizing staff to reimburse the Chula Vista Elementary School District for the cost of constructing certain improvements and amending the agreement with Gillespie DeLorenzo ASLA & Associates, Inc. for landscape architectural services ;'Y) 4a7 -7 _..--- SUBMITTED BY: Director of Parks and Recreation REVIEWED BY: City Manager (4/5ths Vote: Yes No X ) On May 6, 1986, the City Council approved an agreement with Gillespie DeLorenzo ASLA & Associates, Inc. for design improvements at Harborside School playground/park. The City and the landscape architect have met with members of the Chula Vista Elementary School District, Chula Vista Little League and Harborside School council to discuss their needs for the site. A community meeting was held to present a preliminary plan and gather information from the public. A concept plan has been developed based on the input received from the community. The design and working drawings for certain items incorporated in the concept plan were not included in the architect's original project scope. An amendment is needed for the architect to undertake the additional work. (Attached to the resolution is a copy of the amendment for your information. ) The school district is willing to construct certain improvements detailed in the concept plan if reimbursed for time and materials. RECOMMENDATION: That the City Council adopt the resolution approving the concept plan, authorize staff to reimburse the school district for certain construction costs and amend the agreement with the landscape architect. BOARDS/COMMISSIONS RECOMMENDATION: The Parks and Recreation Commission has been involved with the planning process and supports this project. DISCUSSION: This project has been ongoing for a number of years and will finally be completed in a timely manner. The entire City and especially the Montgomery area will benefit from the improvements made to the site. Page 2, Item /0 Meeting Date 6/24/86 The plan calls for the resurfacing and repairing of the asphalt playground and the restriping of the game areas; installation of an outdoor lunch pavilion; installation of passive study/picnic areas with walkways and turf; improvement of the sand play area; planting of trees or shrubs at the east end of the park along the fence line; installation of temporary fencing in the ballfield area; planting of street trees along Naples Street fronting the school property; planting of turf in the area between the ballfields and fence; revitalization of the ballfield irrigation system and turf; and resurfacing and landscaping of the parking lot. The resurfacing and restriping of the asphalt playground is the highest priority item for the school administration. The school district has painting crews who can restripe the playground during the summer. The district is going out to bid this summer for resurfacing of several playgrounds and is willing to include Harborside School 's playground. The school administration is especially concerned that the playground work be completed prior to the start of school in September. The architect has estimated the cost of this work at $5,750. Upon receipt of an invoice or bill from the school district for this work, the Director of Parks and Recreation will authorize reimbursement. The design of irrigation plans for the passive picnic area, parking lot, perimeter lawn between the ballfields and fence, street trees and ballfields were not included in the landscape architect's original scope of work. There was concern that sufficient funds would not be available for design and construction of these improvements. However, preliminary cost estimates are less than anticipated for the original work designed by the architect and additional items could therefore be added for design and construction. The preliminary costs are listed below and include a 20% contingency: *1. Playground, pavilion, sand lot, picnic area, fence trees: installation $ 78,700 *2. Outfield fencing: demolition, installation 5,250 *3. Play structure in sand lot: purchase, installation 11 ,550 4. Parking lot: improvements, planting, irrigation 6,000 5. Picnic area: irrigation design 1 ,200 * original scope of work TOTAL $137,150 Page 3, Item Meeting Date 6 ft) 4/86 There is currently $108,400 in Community Development Block Grant (CDBG) funds available for additional design, construction and Engineering staff time. Additional funds in the amount of $4,100 would be needed for the design of items 4-8 listed above, thereby reducing the amount of CDBG funds available for construction and staff time to $104,300. However, the City has received $149,909 from the County in park development fees collected from the Montgomery area. These funds must be used for park acquisition and development in the Montgomery area and could therefore be used to supplement the CDBG funds for the work at Harborside. Approximately $45,000 of the Montgomery funds would be needed to supplement the CDBG funds to construct all of the improvements detailed in the concept plan and to pay for Engineering staff time. These funds could be appropriated when the construction contract is awarded and actual costs are known. The recommended appropriation would require Council approval at that time. FISCAL IMPACT: Sufficient funds are available to pay for the additional design costs and the improvements to be made by the school district in Account No. 630-6300-BG110.
