HomeMy WebLinkAboutAgenda Statement 1986/06/24 Item 8 COUNCIL AGENDA STATEMENT Item 8 Meeting Date 6/24/86 ITEM TITLE: RESOLUTION Entering into an agreement with the State Coastal Conservancy accepting a grant not to exceed $375,000 and authorizing the Redevelopment Agency to be reimbursed said funds for construction of the Bayfront Nature Interpretive Center SUBMITTED BY: Paul Desrochers, Community Development Director 4/5ths Vote: Yes No ) REVIEWED BY: John Goss, City Manager )* On March 20, 1986 the State Coastal Conservancy approved a grant to the City of Chula Vista in an amount not to exceed $375,000 for construction of the Bayfront Nature Interpretive Center. The Conservancy must authorize disburse- ment of funds through execution of an agreement between the City and Conservancy within the 1985-86 fiscal year. Therefore, a copy of an agreement, stipulating the use of the grant, is attached for your consideration. RECOMMENDATION: That the City Council adopt the attached Resolution: 1. Entering into an agreement with the State Coastal Conservancy accepting a grant not to exceed $375,000; and 2. Authorizing the expenditure of said grant to reimburse the Redevelopment Agency for construction of the Nature Interpretive Center. BOARDS/COMMISSIONS RECOMMENDATION: N/A DISCUSSION: On June 10, the Redevelopment Agency accepted bids, appropriated funds, and awarded a contract for the construction of the Bayfront Nature Interpretive Center. The appropriation for this project was an amount necessary to completely fund the project which included the $375,000 anticipated to be reimbursed by the State Coastal Conservancy. The agreement before you this evening provides for the disbursement of the Conservancy grant to the City of Chula Vista, and staff recommends that the City authorize reimbursement to the Agency. In addition, the attached agreement requires that the City provide the Conservancy with a work program (including a schedule) for the Center's construction, a copy of the contractor's bond documents, verification of the City's interest in the project site and access, and copies of approved permits. A sign program, to include plaques acknowledging the Conservancy's assistance, will be required as a condition in the agreement. This program must be submitted and approved by the Conservancy's Director prior to release of funds. (It is anticipated that staff will forward the appropriate sign program and related costs to the Redevelopment Agency in July. ) Maintenance and operation of the Interpretive Center must be ensured also under the Conservancy Agreement. Although the details of a maintenance and operation program have not been decided, funding Form A-113 (Rev. 11/79) ! = Page 2 of Item 8 Meeting Date 6/24/86 for this element of the project can be assured by establishing a special assess- ment district prior to the completion of construction. The City Attorney and the Finance Director have reviewed the proposed agreement and concur with staff's recommendation. FISCAL IMPACT: By entering into the attached agreement the Coastal Conservancy will approve the disbursement of up to $375,000 to the City for the construction of the Bayfront Nature Interpretive Center, and approving staff's recommendation will authorize the City to reimburse the Redevelopment Agency for $375,000 of the Center's construction cost.
