These resolutions will continue the proceedings and set July 22, 1986, as the date for the public hearing on the Assessment District. RECOMMENDATION: That Council adopt the resolutions. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: This is a continuation of the proceedings initiated on May 27, 1986, to form an Assessment District for the acquisition of certain water, sewer, storm drain, and street improvements in the "Hills and Shores" area of the Eastlake development. Page 2, Item 25a-e Meeting Date 6/17/86 The Engineers Report includes a description and cost estimate for each "as built" improvement that will be included in the Assessment District. The total cost of these improvements is now estimated to be $5,906,784.75. The EastLake Development Company deposited $54,000 with the Director of Finance to cover the cost of consultant services and City administrative expenses. The funds need to be appropriated to Account No. 625-6250-5201 . EastLake Development Company will be reimbursed for this expense from bond proceeds. Through the adoption of the resolutions, Council will : a. Approve an Acquisition/Financing Agreement between City and EastLake Development Company, b. Establish jurisdiction and declaration of interest to acquire improvements financed through the issuance of bonds, c. Give preliminary approval of the "Report" of the Engineer and setting the matter for public hearing, and d. Call for bids on bonds. Staff and the consultants appointed by Council to process this Assessment District will be available at the Council meeting to answer any questions that Council might have regarding the proceedings. FISCAL IMPACT: There will be no cost to the City. All administrative costs will be charged to the District and will be covered by the $54,000 advance payment received from the EastLake Development Company. The $54,000 needs to be appropriated to Account No. 625-6250-5201 .
