(4/5ths Vote: Yes No x ) On December 17, 1985, by Resolution No. 12285, the City Council approved the tentative subdivision map for Chula Vista Tract 86-3, Bonita Long Canyon Units 2 through 7. The Final Map for Unit 2 of said subdivision and associated items are now before Council for approval . RECOMMENDATION: That Council adopt resolutions "a" through "f" as listed in the item title of this report. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: Unit No. 2 of Chula Vista Tract 86-3, Bonita Long Canyon consists of 131 single family lots. The final map for said unit has been reviewed by the Engineering Department and found to be in conformance with the approved Tentative Map. Approval of the map constitutes acceptance of all drainage, sewer and access easements within the subdivision and acceptance on behalf of the public of Sunny Crest Lane, South Point Drive, Gold Rush Circle, Ridge Creek Drive, Arborcreek Lane, Forester Lane, and Thorton Road. The developer Page 2, Item 16 Meeting Date 6/17/86 has executed a subdivision improvement agreement and has provided bonds to guarantee construction of the required improvements. The developer has also submitted all necessary documents to grant the offsite drainage and sewer easements over those facilities serving Unit 2. Said easements are now before Council for acceptance. The developer (McMillin Development Inc. ) has entered into an agreement with the City wherein the developer agrees to the following: a. To pay his fair share of the cost of public improvements to be provided under the public financing plan and development agreement. b. Not to protest the establishment of a facilities benefit assessment district. Under said agreement the developer will be obligated to pay an interim impact fee of $1 ,150.00 for each lot within Chula Vista Tract 86-3, Units 2 and 3 at such time the developer applies for a building permit for construction on such lot. The developer and EastLake Development Inc. are also dedicating portions of Corral Canyon Road north of East "H" Street for public street purposes. This section of the road will be the only legal access to Bonita Long Canyon Unit 2 at this time. Grading and Improvement Plans for said street have been approved and bonds have also been posted. The developer has also submitted all necessary documents to grant drainage and slope rights easements along Corral Canyon Road. Said easements are now before Council for acceptance. In conjunction with this Unit 2, the developer is required to widen Otay Lakes Road southwest of CVT 86-3, Bonita Long Canyon Estates, as an offsite improvement to the ultimate width of 48 feet from centerline and to construct the improvements per City Drawing #T599. The improvement plans to perform this work have not yet been approved by the City Engineer but the developer has entered into an agreement and has submitted bonds (100% of total cost of public improvements and a 50% contingency) to insure performance of said work. Approval of the improvement plans is expected to take another 4 to 6 weeks. The plans have been checked once by City staff. Plats are available for Council viewing. FISCAL IMPACT: Not applicable.
