Item 14
Meeting Date 6/17/86
ITEM TITLE: Resolution Declaring the Council 's intention to
vacate a portion of public alley lying within SDG&E property
north of Palomar Street and west of Industrial Blvd. and
setting a public hearing for said vacation
SUBMITTED BY: Director of Public Works/City Engineer (fit'//
REVIEWED BY: City Manager 9/014),, (4/5ths Vote: Yes No x )
The lessees of the San Diego Gas and Electric Co. (SDG&E) property between
Industrial Blvd. and I-5 freeway north of Palomar Street have made application
to the City for vacation of that portion of a public alley lying within the
property. They propose to expand their R.V. storage facility now operating on
the westerly portion of the property.
In order to consider the vacation, according to the California Street and
Highways Code, the Council must adopt a resolution of intention to vacate its
right-of-way and set a public hearing.
RECOMMENDATION: That the Council adopt the subject resolution of intent and
set the public hearing for July 8, 1986.
BOARDS/COMMISSIONS RECOMMENDATION: No Board or Commission action is
required for this matter. However, the Planning Department has investigated
this proposal and has no objection to the vacation.
DISCUSSION:
In 1984, the San Diego Gas & Electric Co. (SDG&E) leased its property north of
Palomar Street between Industrial Blvd. and I-5 freeway to Gretler-Gardner
Enterprises (see Exhibit A). The lessees subsequently graded and paved the
westerly portion of the property for use as a storage area for recreational
vehicles. They are now proposing to enlarge the storage area and in that
connection they request that the City vacate the portion of the public alley
extending into the property.
In order to initiate the vacation process, the Council must adopt a resolution
which includes:
1 . A declaration of intention to vacate.
2. A statement that the vacation is proceeding under Part 3, Chapter 3, of
the California Streets and Highways Code.

Meeting Date 6/17/86
3. A description of the general location and extent of the right-of-way to be
vacated.
4. Setting a public hearing in the Council Chambers on July 8, 1986, at which
all interested parties may be heard.
SDG&E, owner in fee of the property, has concurred with the lessee's
application for vacation of the right-of-way.
All other utility companies have responded regarding their interests in the
proposed vacation. The Sweetwater Authority has facilities crossing the
northerly end of the alley, and an appropriate easement will be reserved.
A transparency and slides are available for Council viewing.
