During the September 6, 1983 meeting, Council approved departmental
recommendation that bidding of landscape maintenance contracts for Open Space
Districts be performed on an annual basis.
Bids to provide landscape maintenance services for the City Open Space
Districts were let out on April 17, 1986 and received on May 14, 1986.
RECOMMENDATION: That Council accept bids and award contracts to the
following low bidders:
Aztec Landscape Co. for District Nos. 1 , 3, 4, 5, 6, 7, 8, 9, 10, and 11
Sensational Creations Landscape Co. for District No. 2
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Sealed bids were received by the City Engineer on May 14, 1986, to provide
landscape maintenance for Open Space District Nos. 1 through 11 for FY
1986-87. The following chart lists the bids submitted from the various
contractors:

Aztec Landscape was the successful low bidder for Districts No. 1 ,2,3,6,10 and
11 , with a total bid of $60,920. This landscaping firm has performed
successfully for the City of San Diego and private sector employers of San
Diego County.
Aztec was the successful low bidder for Open Space District 2. However,
because of a mathematical error discovered by their office in their bid
amount, they have asked that their submittal for District 2 not be considered.
CalScape was the low bidder for Districts 4, 5, 7, 8 and 9 and is currently
providing maintenance services for Districts 4, 5, 9, and 11 . Their
performance, however, throughout this current contract year has been less than
adequate. Monies have been withheld for various uncompleted work five times
throughout this year, and it has been necessary to make a $1 ,975 downward
adjustment in their contract cost in Open Space District 11 because of lack of
responsiveness in rodent control .
Due to CalScape' s slow and inadequate handling of irrigation repairs, it has
been necessary for the City to hire irrigation contractors to perform
irrigation repairs in those districts contracted to CalScape. Monies have
been deducted for water waste, and the City has consistently received
unfavorable reports and comments from residents within the Open Space
Districts in reference to the contract performance of CalScape.
Informal and formal meetings between the City and CalScape have been held to
outline for CalScape those areas of the contract the City feels the Company is
negligent in. To date, no improvement in contract performance has been seen.
Because of CalScape' s lack of responsiveness and consistent non-compliance to
contract specifications, it is felt that CalScape is not a responsible
bidder. CalScape's bid should be rejected and the subsequent low bid for
Districts 4, 5, 7, 8, and 9 be considered.
The subsequent low bid for Open Space Districts 4, 5, 7, 8 and 9 is Aztec
Landscape. Because the department was initially reluctant to recommend the
awarding of ten districts to one contractor, an extensive examination of Aztec
Landscape' s professional abilities was done.
Inquiries were made with the City of San Diego to determine the sizes and
types of maintenance projects Aztec Landscape is presently involved with.
Project sites were visited to determine the degree of maintenance currently
performed. Conversations were held with current site inspectors. It was
determined that Aztec Landscape has done contract work for the City of San
Diego for approximately six years and favorable reports of their work was
received. Aztec Landscape has requested to withdraw their bid for Open Space
District 2, the next responsible low bidder is Sensational Creations Landscape
Company. Sensational Creations currently has three open space maintenance
contracts with the City. Their contract performance has been exceptional and
they are highly recommended by the Open Space Coordinator.

In comparing the bids received this year to those received last year, an
overall increase in contract costs has occurred. With the exception of two
additional maintenance requirements in District 1 and 5, the new contract
requirements remain consistent with the current 85-86 contracts. A one-time
trimming of 10 mature Eucalyptus trees in District 1 will be required and the
removal of five mature Myoporum shrubs in District 5 has been added.
Contract costs have increased an approximate 16% overall , as shown in the
following chart.

FISCAL IMPACT: Total costs for maintaining these districts are borne by the
respective homeowners in each district.
