HomeMy WebLinkAboutAgenda Statement 1986/06/03 Item 9 COUNCIL AGENDA STATEMENT Item 9 Meeting Date 6/3/86 ITEM TITLE: Resolution /'A52 r Approving agreement between the County of San Diego and the City of Chula Vista for the Sweetwater Area Traffic Corridor Study SUBMITTED BY: Director of Public Works/City Engineer r.- REVIEWED BY: City Manager f(,- ) (4/5ths Vote: Yes No X ) In 1985, the City Council approved the expenditure of $50,000 in the FY 1985-86 CIP as the City's share to conduct a traffic corridor study in the Sweetwater Valley. The study is intended to be a joint effort by Chula Vista, National City, the County of San Diego, and CalTrans and will be handled through a traffic and transportation consultant. The County's share of the project's cost are budgeted in their 1985-86 budget. In order to encumber these funds, this agreement must be executed specifying the terms and conditions of a study before June 30, 1986. RECOMMENDATION: That Council adopt the attached resolution approving an agreement between the County of San Diego and the City of Chula Vista for the Sweetwater Area Traffic Corridor Study. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable DISCUSSION: The attached agreement is necessary to outline the terms and conditions by which the study will be accomplished, and enable the County to encumber their share ($30,000) of the project costs. Although not part of this agreement, CALTRANS staff will also be participating in the study. We have requested National City to join in this study, however, they have not made any commitments to date. Staff is still seeking their participation. If they decide to be involved, a new or amended agreement will be necessary. The City of Chula Vista will be the lead agency for this project. We expect to establish a steering committee, a staff technical committee and a citizens advisory committee within the next few months. A Request for Proposals will then be developed and sent to qualified traffic and transportation consultants. When the consultant selection process is completed, the study itself will begin and will probably require 3 to 6 months to complete, depending on the scope of the study. A tentative target date for a final report is early 1987, which will enable the City to review the study findings and consider various recommended projects for inclusion the FY 1987-88 Capital Improvement Program. Page 2, Item 9 Meeting Date 6/3/86 FISCAL IMPACT: The total estimated cost of the study is $80,000 and will be shared by the City of Chula Vista and the County of San Diego, and perhaps the City of National City. The City' s share ($50,000) is budgeted in the FY 1985-86 Capital Improvement Budget. Section 7 of the agreement has been changed to (1 ) delete the Affirmative Action Program requirement and (2) modify the Minority Business Program wording. County Counsel has approved the agreement as to form and legality. Please docket the agreement for execution by the City Council by June 6, 1986. The Board of Supervisors must execute the agreement by June 24 in order to encumber funds budgeted for this project in the current fiscal year.
