ITEM TITLE: Resolution Accepting work for "Closed Circuit
Television Inspection of Designated Sewer Mains, Phase I in
the City of Chula Vista, California"

Sanitation and Operation Consultants, Inc. has completed the cleaning, closed
circuit television inspection of selected sewer mains within the City and has
prepared a report which evaluates the condition of the sewer mains inspected.
This contract, dated January 30, 1986, was awarded by the City Council on
January 14, 1986, by Resolution 12330.
RECOMMENDATION: That Council approve resolution accepting the work.

DISCUSSION:
Sanitation and Operation Consultants, Inc. completed their work on May 13,
1986. On this date, we received their written report on the condition of the
sewer mains, they cleaned and closed circuit television inspected. The mains
inspected included: 777 linear feet of 6-inch; 30,802 linear feet of 8-inch;
and 2,444 linear feet of 10-inch diameter pipes.
The television inspection showed that in general , four major problems exist in
these sewer mains: (1 ) broken sections, holes and broken joints; (2) root
intrusions and offset alignment at various joints; (3) flat or sagging
sections in several reaches and; (4) protruding (tap ins) service lateral
connections in many locations throughout the sewer mains inspected. The cost
to repair the deficiencies was estimated by the consultant to be about
$142,000.
This contract is the first of a two-phase project (the second contract was
awarded to National Plant Services, Inc. on March 25, 1986, by Resolution No.
12415). National Plant Services is scheduled to complete their work by
June 26, 1986. Once staff reviews the reports provided by both consultants, a
construction program for correcting the deficiencies will be prepared.
$150,000 is being requested in the FY 86-87 CIP budget to fund the first phase
of a rehabilitation program. Additional funding for correcting all the
deficiencies will be requested in future CIP budgets or by special
appropriation if the deficiencies are determined to be so serious that
immediate action needs to be taken.

The work done by Sanitation and Operation Consultants, Inc. was reviewed by
Public Works/Engineering staff and found to be in accordance with the contract
specifications and to be to the satisfaction of the Director of Public
Works/City Engineer.
