The City of Chula Vista has filed applications with the Local Agency Formation
Commission for the purpose of annexing territory presently located in the City
of San Diego and within the boundaries of the approved Sphere of Influence for
the City of Chula Vista. The area must be prezoned before the annexation
applications can be processed and considered. The project is exempt from
environmental review as a Class 19 exemption.
RECOMMENDATION: Concur with Planning Commission recommendation and adopt
the ordinance.
BOARDS/COMMISSIONS RECOMMENDATION: On April 9, 1986, the Planning
Commission with one member absent, unanimously recommended that the City
Council enact an ordinance to prezone said 98 acres in accordance with
Resolution PCZ-86-C.
DISCUSSION:
Existing site characteristics._
The area proposed for prezoning lies within the Otay Valley and is diagonally
traversed by the Otay River from the northeast corner to the southwest
corner. The southerly portion is characterized by very steep slopes. The
project area is comprised of 10 parcels totaling 98.14 acres. The properties
are vacant except for the property located at 1820 Rios Avenue which is
developed with a single-family dwelling.

General plan.
The Otay Mesa-Nestor Community Plan of the City of San Diego designates the
northwesterly portion of the project area (north of the Otay River) as "Low
Density Residential - 5 to 10 DU's/acre" and the General Plan of Chula Vista
designates the same area as "Medium Density Residential - 4 to 12 DU' s/acre".
Both plans designate the Otay River as "Parks and Open Space". The area south
of river is also shown as "Parks and Open Space" by San Diego. At the present
time, this area is not designated on Chula Vista's General Plan. A General
Plan amendment to designate the area "Agriculture and Reserve" is the previous
agenda item.
Existing Zoning.
The City of San Diego has zoned the Otay River FW (Floodway) and both sides of
the river A-1-10 (Agriculture). The adjacent zoning and land uses are as
follows:
North R-2 Single family attached (Playmor)
South R-1-5 (S.D.) Single family detached
East A-8 (C.V. Prezone) Vacant
West R-V-15 & A-70-8 Single family and vacant
ANALYSIS:
It is recommended that the area be prezoned in similar zoning classification
as it is presently zoned in the City of San Diego. The Otay River is proposed
to be prezoned F-1 (Floodway) and both sides of river prezoned A-8
(Agriculture, 8 acres minimum). The A-8 zoning would function as a holding
zone until definitive plans for the area are proposed by the property owners.

SLOPES OF THE OTAY VALLEY TO AGRICULTURE AND FLOODWAY
ZONES
Associate Planner Livag pointed out that the area for prezoning covered 98
acres (with the exclusion of two Fenton Lake parcels located at the south end)
and was a prerequisite to annexation. The proposed zoning is essentially a
mirror-image of the present San Diego City zoning; and as there are no
existing facilities to serve the property on the south, additional studies
would be necessitated. Letters of approval have been received from H.G.
Fenton and from Mr. Lake. Mr. Livag added that the proposed zoning would
function as a holding zone until definitive plans for this area are proposed
• by the property owners.
This being the time and the place as advertised, the public hearing was opened.
Ruth J. Schneider, 1042 Piccard Avenue, San Diego 92154, representing the Otay
Mesa-Nestor Planning Committee, stated her organization's opposition to the
change of hands from one municipality alit to another. In response to her

question, she was informed that the "facilities" included sewer b and water
as well as access to the south side of the property;
topography, a bridge might be considered to provide access to the south side.
