Z Approving Coastal Development Permit for Rohr cogeneration facility SUBMITTED BY: Community Development Directo REVIEWED BY: City Manager it 4/5ths Vote: Yes No X ) University Energy in cooperation with Rohr Industries is proposing the construction of a cogeneration facility at Rohr's Chula Vista Plant. The project is anticipated to provide the major portion of Rohr' s energy needs. The project is categorically exempt from environmental review; however, the applicant has been issued a Certificate to Construct by APCD. The Design Review Committee has evaluated` sthe project and the Redevelopment Agency has approved the proposal . RECOMMENDATION: That the City Council conduct public hearing and consider the attached resolution, and findings therein, finding that the proposed Rohr cogeneration facility is consistent with and adequate to carry out the policies of the certified Chula Vista Bayfront Local Coastal Program and issue a coastal development permit for said proposal subject to conditions listed in Attachment A of the attached Resolution. BOARDS/COMMISSIONS RECOMMENDATION: N/A DISCUSSION: The project site consists of a relatively flat 34,000 sq. ft. area within the Rohr Industries complex located approximately 100' north of "G" Street and 400' west of Bay Boulevard. This area had housed Rohr facilities; however, only old foundations and pavement currently exist. A major San Diego Gas & Electric transmission line easement is located immediately east of the project site and is presently used for parking and miscellaneous storage by Rohr as well as the corridor for 138 KV transmission lines. Additional industrial buildings are located to the south and west of the site and vacant farmland is located to the north. The property to the north is part of the Mid-Bayfront Specific Plan Area and is designated for development as an Industrial Business Park. The applicants proposal entails the installation of mechanical equipment and a control room building necessary for the operation of a cogeneration facility to supply Rohr with electrical energy and hot water. In addition, parking for employees will be provided within the chainlink fence enclosure. A 10' wide landscape buffer is proposed along the northerly property line. / Page 2, Item 1 Meeting Date 5/15/86 The mechanical equipment will , for the most part, be painted with enamel for weather protection. The switch gear/control building, which is located on the southerly portion of the site, will be constructed with sheet metal exterior walls and will be 15' in height. The four exhaust stacks will be 50' in height. An Agency condition of approval is that the stacks be painted with a color that will closely match the dominant "creme" color currently used extensively throughout the Rohr complex. The height of the stacks exceed the 44' height allowed by the Bayfront LCP. However, a variance has been requested and must be granted by the Planning Director prior to construction. Rohr Industries is proposing to maintain a 15' wide east/west driveway, north of the cogeneration facility, to provide access to the parking and storage area east of the project. Six employee parking spaces will be provided with access via the San Diego Gas & Electric easement to "G" Street. The width of the parking area is shown at 40' and the spaces are designed as diagonal spaces. Upon development of the Mid-Bayfront area property adjacent to the north, a master landscape plan for the entire Rohr complex will be developed to provide a buffer Rohr' s industrial operations from the new development. The property located immediately to the north of the proposed facility may likely be elevated as much as 3-1/2' to 4' in height above this project site, thereby reducing the effectiveness of ground-level plant material . Therefore, a condition requiring the applicant' s landscape architect to provide a landscape and irrigation plan for the 10' wide buffer strip adjacent to the northern property and that design emphasis be placed on providing a variation of vertical plant material to soften the hard lines provided by the proposed mechanical equipment. The City' s landscape architect will be consulted prior to the selection of plant material for the buffer strip. Future perimeter landscaping should be designed and installed in conjunction with the development of the adjacent property to the north. A 7' to 8' high chainlink security fence exists along the northerly property line. The applicant proposes to install a 10' wide landscape buffer inside of that fence. The 15' driveway and a 7' to 8' wide chainlink fence will then be provided on the perimeter of the cogeneration facility. Installation of redwood slats will be required to be provided within the northerly fence, at the perimeter of the cogeneration facility, to provide semi-opaque screening of the mechanical equipment. Based on the following findings, the proposed cogeneration facility, subject to conditions listed in Exhibit "A" of the attached resolution has been found to be consistent with the policies of the Certified Chula Vista Bayfront Local Coastal Program: 1 . Development of this cogeneration facility will provide an alternative source of energy for a major Bayfront user which has been reviewed and approved by APCD for construction. The proposed development will be located on a previously developed site within an existing industrial complex and will not conflict or impact recreational or visitor-serving facilities or designated land area in accordance with coastal policies of the Certified LCP. 3. The project will not cause interference with traffic circulation within the Chula Vista Bayfront since less than 10 vehicle trips per day to the site are anticipated, and access to the site will be via the existing Rohr complex. 4. This proposal will not affect area wetlands or the San Diego bay since grading is not proposed for this project and no alteration to the existing on-site drainage is planned. 5. The Statewide and Regional Interpretive Guidelines have been reviewed and the proposed development has been found to be in conformance with Public Access and Public Recreational Policies of Chapter 3 of the Public Resources Code. FISCAL IMPACT: N/A WPC 2259H ATTACHMENT "A" Rohr Cogeneration Facility CONDITIONS OF APPROVAL 1 . Reorient the employee parking lot to provide 90° parking spaces. The width of the parking lot shall be increased to a minimum of 43' . 2. Provide redwood slats in the northerly fence adjacent to the cogeneration facility. 3. Provide a landscape and irrigation plan for the 10' wide buffer strip. Design emphasis shall be placed on providing a variation of vertical plant material to soften the hard lines of the proposed mechanical equipment. The applicant's landscape architect shall consult with the City' s landscape architect prior to the selection of plant material for the buffer strip. 4. The exhaust stacks shall be painted a color that closely matches the "creme" color that is used extensively throughout the Rohr complex. 5. The applicant will be required to obtain a Planning Director's variance for the height of the four exhaust stacks in accordance with Section 19.14.190 of the City of Chula Vista Certified LCP. 6. The applicant will be required to submit a noise study to the Building Department documenting that the project will be within the Chula Vista adopted noise standards prior to issuance of building permit.
