Homart Development Company has proposed the renovation and expansion of the
Chula Vista Shopping Center located at Broadway and "J" Street. Their
proposal is predicated upon the closure of Fifth Avenue so that the two major
segments of the center may be joined. The proposed study will investigate the
feasibility of closing Fifth Avenue and potential mitigation measures which
may be required. This study will be an integral part of the EIR for
renovation of the center.
RECOMMENDATION: That the Council adopt the resolution entering into a
contract with Donald Frischer & Associates for the undertaking of a traffic
and circulation study to determine the feasibility of closing Fifth Avenue
between "H" Street and "I" Street for the sum of $30,500, plus out-of-pocket
expenses not to exceed $4,000. The cost of the contract will be shared
equally by the City and Homart Development Company.
BOARDS/COMMISSIONS RECOMMENDATION: The Agency, at their meeting of
February 6, 1986, authorized the payment of one-half of the cost of a traffic
study to investigate the possible closure of a section of Fifth Avenue.
DISCUSSION:
The study of the closure of a section of Fifth Avenue to accommodate the
expansion of the Chula Vista Shopping Center involves the analysis of traffic
volumes including origin and destination analysis, the impact of rerouting
traffic to other streets and potential impacts upon bordering neighborhoods.
Donald Frischer & Associates have extensive experience in undertaking similar
traffic studies for shopping center expansions and are considered experts in
this field. This firm was selected based upon the recommendation of the City
Traffic Engineer who is familiar with their traffic studies of regional
shopping centers in southern California. Many of these studies have involved
the analysis of proposed street closures for the consideration of shopping
centers including the Del Amo Center in Torrance.
The proposed study is expected to take three months to complete. This is the
first study necessary in order to complete an EIR for redevelopment of the
center which is considered to be important to the economic growth of the City.

The proposed traffic study will cost $30,500 plus out-of-pocket expenses.
Because of the importance of this project, the Agency has agreed to pay
one-half of this cost. However, no funds were budgeted in the Town Centre II
Redevelopment Project for this work. Funds are available, however in the CDBG
budget account for planning studies and administration. This is an eligible
project since the majority of jobs which will be created if the center expands
will accommodate low- and moderate-income people. It is, therefore,
recommended that CDBG funds be used for this study.
Representatives from Homart Development Company have also reviewed and
approved the selection of Donald Frischer & Associates, and have agreed to pay
half of the cost of this contract.
FISCAL IMPACT: The City' s share of the cost of the proposed study will be
$15,250, plus a maximum of $2,000 for out-of-pocket expenses. CDBG funds are
available for this project.

The counting specified under Item I.D of Exhibit A. It was intended that
Donald Frischer & Associates perform the counting services specified under
Item I.D. at no additional charge.
Donald Frischer & Associates releases the City of Chula Vista from any
obligation to perform the stated counting services.
