ITEM TITLE: Report - 1986 Fourth of July Fireworks Display at the Chula
Vista Marina

Council at their July 23, 1985, meeting directed staff to consider upgrading
the 1986 fireworks display so as to be a fitting tribute to the City's Diamond
Jubilee Celebration.
RECOMMENDATION: That Council :
1 . Accept report.
2. Appropriate an additional $12,500 to supplement the $10,000 budgeted and
authorize the Mayor to execute a contract with Pyro Spectacular, Inc. for
the 1986 fireworks display.

DISCUSSION:
The City Council at their July 23, 1985, meeting directed the City' s Fireworks
Committee to consider the introduction of several changes in the upcoming 1986
July 4th Fireworks Display. These recommendations included the following:
1 . Relocate Firing area.
The construction involved in the expansion of the bayfront park has
eliminated the accessibility of this area as a firing range for
fireworks. In discussion with various pyrotechnic companies all have
agreed that a more spectacular show can be provided if fireworks are
launched from a barge located in the bay. It is felt that such a display
originating from a barge will enable people along the shoreline to better
see the ordinance as it explodes over the water.

2. Establish a cut-off time for vehicles to enter the area.
The Police Department is preparing a plan that will prevent traffic from
entering the bayfront area one hour before the scheduled start time. In
order to accommodate late arrivals and individuals not wishing to drive
their vehicles into this area, bus shuttle will be provided. The City's
Transit system will provide free bus transportation to the bayfront one
hour prior to the beginning of the fireworks display. The tentative
location for Park and Ride pick up will be:
a. Palomar Trolley Station parking lot.
b. "H" Street Trolley Station parking lot.
c. County Courthouse parking lot.
3. Traffic Control
The Police Department and the Traffic Engineer are preparing plans to help
relieve the anticipated traffic congestion as experienced in the past.
However, it is felt that because of the large number of vehicles expected
in the area, traffic congestion is inevitable. In dealing with the
specific problem, the Police Department will increase the number of
traffic control officers at key areas. The key parking lots used will
be: Rohr Industries lot on Industrial and "G" Street; "J" Street Marina,
Port area along Marina basin. In order to obtain the necessary manpower
to provide traffic control , payment of Reserve Police is included in the
budget.
4. Musical Entertainment
All military bands in the area have prior commitments on this holiday. As
a substitute the Committee and the Firework Company are attempting to
procure the services of a local radio station in order to choreograph the
fireworks display with music similar to the KGB Sky Show.
Tentatively, the following arrangements have been made for the 1986 Fireworks
Display:
1 . Selected Pyro Spectacular, Inc. for the 1986 Fireworks Display. This
company has the largest and best variety of fireworks in the country.
Pyro spectacular works include the 1984 Olympic Games Closing Ceremony,
inauguration of the California Lottery in San Diego Bay, the KGB Sky Show
in San Diego Stadium, and many spectacular shows in foreign countries.
2. Arranged for a barge to be used for a display and to fire shell over the
water.
3. Arrangements will be made with a local station to choreograph music to the
fireworks show.
4. Arranged to have a 15'x15' set display on the barge depicting the City' s
Diamond Jubilee logo.

5. Arranged for a more spectacular fireworks display. The display will last
approximately 25 minutes and include a grand opening, eight separate
scenes (2-3 minutes duration), and a spectacular grand finale.
The cost of the 1986 Fourth of July Fireworks Display will be higher than for
previous years. A tentative budget has been prepared as follows:

a. Rental of Barricades 200

$22,500
It is requesting that the additional $12,500 be authorized from the
unappropriated Reserve Fund to make this 1986 Fireworks Display a more
spectacular event fitting of the City' s 75th Diamond Jubilee Celebration.
FISCAL IMPACT: $10,000 was budgeted from non-departmental account and an
additional $12,500 will be required.
