HomeMy WebLinkAboutAgenda Statement 1986/05/13 Item 8 COUNCIL AGENDA STATEMENT Item 8 Meeting Date 5-13-86 ITEM TITLE: GPA-86-5 - Consideration of an amendment to the Land Use Element of the Chula Vista General Plan designating approximately 44 acres located on the south side of the Otay River and immediately west of I-805 as "Agriculture & Reserve" - City of Chula Vista Resolution /../3/7-3 Approving an amendment to the Land Use Element by designating approximately 44 acres of territory south of the Otay River and west of I-805 as "Agriculture & Reserve" SUBMITTED BY: Director of Planning (21&' REVIEWED BY: City Manager /1b410- - 1tr (4/5ths Vote: Yes No X ) The City of Chula Vista has filed annexation applications with the Local Agency Formation Commission (LAfCO) to annex territory within the Otay Valley which is presently located within the jurisdictional boundaries of the City of San Diego west of the I-805 freeway. These territories lie within the boundaries of the approved Chula Vista Sphere of Influence Plan. The Chula Vista General Plan has not designated the land uses for the territories lying south of the Otay River in the Otay Valley which are within the approved Sphere-of-Influence boundary. The designation of these territories must be accomplished in order that the annexation process may continue. The project is exempt from environmental review as a Class 19 exemption. RECOMMENDATION: Concur with Planning Commission recommendation. BOARDS/COMMISSIONS RECOMMENDATION: On April 9, 1986, the Planning Commission with one member absent, unanimously recommended that the said 44 acres be designated for "Agriculture & Reserve" on the Land Use Element of the General Plan in accordance with Resolution GPA-86-5. DISCUSSION: Proposed Annexations As indicated earlier, the City of Chula Vista has filed several applications for annexation within the Otay Valley. Two such applications are the Fenton/Lake and the Mid-Otay Valley Reorganizations involving 77 acres and 62 acres respectively. A portion of each proposed annexation lies within the area proposed for designation as "Agriculture & Reserve" on the General Plan. Page 2, Item 8 Meeting Date 5-13-86 General Plan The subject property is designated as "Parks & Open Space" on the City of San Diego Otay Mesa-Nestor Community Plan. The adjacent general plan designations are as follows: North "Parks & Public Open Space" (Chula Vista General Plan) South "Low Density Residential - 5-10 DU' s/acre" (San Diego General Plan) East "Low Density Residential" 1-3 DU' s/acre (Chula Vista) West "Parks & Public Open Space" (Chula Vista) Adjacent Zoning and Land Use North: FW-Floodway (S.D. ) Vacant South: R-1-5 (S.D. ) Single family dwellings East: A-1-10 (S.D. ) Vacant & Agriculture West: FW-Floodway (S.D. ) Vacant ANALYSIS: The inclusion of the Otay Valley within the approved Sphere of Influence Plan for Chula Vista is to facilitate flood control planning and management and is supported by the ownership pattern in the Otay Valley. Many of the ownerships extend to both sides of the Otay River and annexation of these territories would unify holdings within a single jurisdiction. The proposed General Plan Amendment is consistent with the City of San Diego' s Otay Mesa-Nestor Community Plan. This consistency should preclude immediate proposals from adversely affecting the developments within the City of San Diego. If the area is annexed to the City of Chula Vista, additional studies and surveys would be required to determine the land use and circulation pattern of greater degree of specificity. GPA-86-5 RESOLUTION OF THE CITY PLANNING COMMISSION RECOMMENDING TO THE CITY COUNCIL AN AMENDMENT TO THE GENERAL PLAN DIAGRAM OF THE LAND USE ELEMENT TO DESIGNATE APPROXIMATELY 44 ACRES OF LAND LOCATED WESTERLY OF I-805 AND SOUTH OF THE OTAY RIVER AS "AGRICULTURE AND RESERVE" WHEREAS, approximately 44 acres of land located on the south side of the Otay River and westerly of 1-805 is not currently designated on the Land Use Element of the Chula Vista General Plan; and, WHEREAS, the City of Chula Vista initiated an application to amend the General Plan by designating said territory as "Agriculture and Reserve" ; and, WHEREAS, the City Planning Commission set the time and place for a public hearing to consider the proposed change in the General Plan, and notice of said hearing, together with its purpose, was given by the publication in a newspaper of general circulation in the City at least ten days prior to the date of said hearing; and, WHEREAS, a hearing was held at said time and place, namely 7:00 p.m. , April 9, 1986, in the Council Chambers, before the City Planning Commission, and said hearing was thereafter closed. NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 1 . From the facts presented to the Commission, the Commission finds that public necessity, convenience, general welfare and good planning practice support an amendment to the General Plan which would designate approximately 44 acres of land, located westerly of I-805 and south of the Otay River, as shown on the attached exhibit, as "Agriculture and Reserve." 2. The City Planning Commission recommends to the City Council that said amendment to the General Plan be adopted. 3. That this resolution be transmitted to the City Council .
