In addition to the resolutions which are before the Council , this is the public hearing on protests or objections to the Engineer' s Report and other matters relating to Assessment District 85-2. RECOMMENDATION: That Council approve the resolutions. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. Page 2, Item 7 Meeting Date 5/13/86 At 2 p.m. on May 7, 1986, in Conference Room 2 in the Public Services Building, the City Engineer received sealed bids for the third phase of the Assessment District 85-2 work which consists of two projects. Project ILIA is for the construction of Otay Lakes Road, on-site sewer, water lines and diameter off-site structures.ater pipeline between the 5 mg reservoir ttank and the pump diameter stations. Bids were received from contractors as follows: Contract ILIA: Bidder's Name Bid Amount Olson Construction Company $ 2,532,556.00 Chilcote Inc. 2,594,163.00 Thibodo Construction Co. 3,588,170.00 Contract IIIB: Bidder' s Name Bid Amount Thibodo Construction Co. $ 688,518.10 Chilcote Inc. 711 ,163.00 Olson Construction Company 739,702.00 The low bid by Olson Construction Company for Contract IIIA was below the Engineer' s estimate of $2,700,000 by $167,444 or 6.6%. The low bid by Thibodo Construction Co. for Contract IIIB was below the Engineer' s estimate of $700,000 by $11 ,481.90 or 1 .6%. The low bids for both contracts have been reviewed by EastLake Development Co. , Otay Water District, the respective Engineering consultant firms that prepared the plans, and Engineering staff and have been found to be excellent. We all recommend awarding the contracts to Olson Construction Company (Contract(Contract IIIB) the amount of of $688551851p,00 and Thibodo Construction Co. Funds for Phase III (Contracts IIIA and IIIB) of the assessment district will be paid from bond proceeds. The EastLake Development Company will provide the actual cost in cash (estimated at $184,000) for the construction of a reclaimed water line on-site with the EastLake Business Center. This line will connect to the OWD reclaimed water area to the north and to the south in the future to provide irrigation water to golf courses planned in EastLake II. Page 2, Item 7 Meeting Date 5/13/86 At 2 p.m. on May 7, 1986, in Conference Room 2 in the - Public Services Building, the City Engineer received sealed bids for the third phase of the Assessment District 85-2 work which consists of two projects. Project ILIA is for the construction of Otay Lakes Road, on-site sewer, water lines and appurtenant structures. Project IIIB is for the construction of a 20-inch diameter off-site water pipeline between the 5 mg reservoir tank and the pump stations. The low bids for both contracts have been reviewed by EastLake Development Co. , Otay Water District, the respective Engineering consultant firms that prepared the plans, and Engineering staff and have been found to be excellent. We all recommend awarding the contracts to Olson Construction Company (Contract IIIA) in the amount of $2,532,556.00 and Thibodo Construction Co. (Contract IIIB) in the amount of $688,518.10. Funds for Phase III (Contracts IIIA and IIIB) of the assessment district will be paid from bond proceeds. Engineering staff recommends that $2,786,000 and $757,000 be allocated for each contract, respectively, to cover the bid amounts and a 10% contingency amount. The Finance Director has established a system to account for fund expenditures associated with this project. With the receipt of bids on May 7, 1986, for the remainder of the improvements which include on-site water and sewer lines in the EastLake Business Park, off-site water transmission lines, and street improvements to a segment of Otay Lakes Road, a final total cost of all the improvements to be assessed will be available for inclusion in the Engineer' s Report.
