During the Management Review of the Police and Fire Departments, significant attention was
given to current and future fire station locations. One of the study's recommendations
was to construct a new fire station at 80 East "J" Street, the present location of Fire
Station #2. A consultant selection committee has selected Robert F. Armstrong as the
architect to design the station.
RECOMMENDATION:
Adopt resolution approving agreement and appropriating necessary funds.

DISCUSSION:
The Management Review Study of the Fire Department recommended that a new fire station be
constructed at 80 East "J" Street, which is the location of present Fire Station #2.
'1 consultant selection committee consisting of Gene Grady, Ken Goldkamp, Bill Winters, Fire
Captain George Smith and Fire Captain Joe Ringe, interviewed the following architects who
responded to our request for proposals as provided in our consultant selection policy:
1. Araiza-Herschmann, A.I.A.
2. Robert F. Armstrong
3. Friedson-Robbins
4. Kaya Engineering Associates
5. Harris Associates
6. Phillip Markham
7. Pegasus Architecture & Design
8. Walter Collins Associates
9. Wheeler & Associates
In weighing the proposals the committee evaluated each proposal by considering the following
-2riteria:
1. Caliber and depth of presentation to the committee.
2. Architect's experience with similar projects.
3. Ability to communicate clearly and effectively.
4. Degree of flexibility in design thoughts and lack of rigidity as this would
pertain to relationships with staff during the design process.

Based on the above criteria, and without cost consideration, the firm of Friedson-
Robbins was selected. After a series of negotiation sessions dealing primarily with
the firm's fee structure, it was concluded by the committee that a satisfactory fee
could not be negotiated. The committee then met with Architect Robert Armstrong, the
committee's second choice, and the recommended agreement was reached. The $11,090
negotiated fee is substantially below the Friedson-Robbins fee and basically reflects
the architect's lower overhead costs in operation.
The projected cost to construct this station of approximately 2,760 square feet is
between $207,000 and $276,000.
The City Attorney has reviewed and approved this agreement.
FISCAL IMPACT:
Funds are not budgeted for this project, so an appropriation of $11,090 from the General
Fund is required.
