The Final Map for Chula Vista Tract 84-7, Unit 1 is now before the Council for approval . RECOMMENDATION: That Council adopt resolutions as listed in the title hereto. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The Final Map for Chula Vista Tract 84-7, Unit 1 , EastLake I, Village and Business Center has been checked and found to be in general conformance with the Tentative Map. Chula Vista Tract 84-7 consists of 35 commercial/ industrial lots and one lot for a park on 132.9 acres of land. There are no open space lots. Approval of the Final Map includes acceptance of Lane Avenue, Kuhn Drive, Hale Place, Miller Drive, Fenton Street, Boswell Road, EastLake Parkway and Otay Lakes Road. Approval of the Final Map also includes the acceptance of street tree planting and maintenance easements along dedicated streets except Otay Lakes Road, the acceptance g easements accessfor in and to EastLake 1Parkwaya as shown on the cFinal abutters' rights of Page 2, Item 13 Meeting Date 5/6/86 The developers have executed the Subdivision Improvement Agreement. Appropriate surety has been posted for all public improvements and survey monumentation. The developers have requested the formation of an open space maintenance district for the maintenance of the median areas along Otay Lakes Road and EastLake Parkway in accordance with Item 32 of Resolution 11960. Approval of the CC&R' s by the Planning Department has been deferred at the request of the City Attorney's office. CC&R' s shall be approved by the Planning Department prior to issuance of building permits. The developer has entered into a supplemental agreement with the City wherein the City is held harmless from any liability for erosion, siltation or increased flow of drainage resulting from this project. The developers have submitted grant deeds for all one (1 ) foot control lots as shown on the Final Map. They have also executed the required documents granting to the City offsite drainage easements for ten public drainage systems and a street easement for Otay Lakes Road for the transition from the ultimate improvements within the subdivision boundary to the existing County road. The developers have paid all fees, executed the required documents and complied with all the conditions of approval applicable to Unit 1 . Acceptance and dedication of Lane Avenue within the subdivision provides an acceptable replacement for Rancho Janal Road from Otay Lakes Road to the Subdivision Boundary. Lane Avenue will be a fully improved road from Otay Lakes Road. A public hearing is not required for a summary vacation. Exhibits are available for Council viewing.
