Thomas Killens, Senior Engineer with MTDB, has requested authorization to
close E Street to through traffic at the trolley crossing just east of 1-5
freeway. The closure would extend from 10:00 p.m. on Friday, September 26,
1986, to 5:00 a.m. on Monday, September 29, 1986, and again from Friday, 10:00
p.m. on October 3, 1986, to 5:00 a.m. on Monday, October 6, 1986.
RECOMMENDATION: That Council adopt resolution authorizing the closing of
"E" Street to through traffic during the weekends of September 26', 1986, and
October 3, 1986.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
MTDB will be adjusting the railroad tracks and reconstructing the crossing at
the Bayfront Trolley Station. It is their intention to perform this work
prior to the scheduled opening ceremony on October 17, 1986. They have
requested that the City authorize the closing of "E" Street during two weekend
periods in order to perform the required work.
The reason for their request is based on safety of the workers and vehicle
traffic. They plan to adjust the easterly track during the first weekend and
the westerly track during the following weekend. It is their expectation to
work continuously until completed and may be able to open the street sometime
on Sunday afternoons.
The alternative to closing the street to through traffic is to adjust the
tracks in four segments requiring the moving of traffic to the opposite side
of the travelway. This can result in vehicular traffic having to cross each
other for right and left turn without benefit of traffic lights control . East
and westbound traffic will need to cross around a center median and such
movements will bring confusion and may cause accidents, specifically during
the dark hours. In order to accommodate the trolley runs, the work must be
performed at night.
Proper advance warning signs will be installed with appropriate barricades and
detour directional signs. A sign will be made that will notify the driving
public that "E" Street is subject to closure for the weekends requested
above. We have notified the businesses along "E" Street that the street
closure will be considered by Council on Tuesday, September 23, 1986.

The detour route for westbound traffic will be south on Woodlawn to "F"
Street, west to Bay Boulevard, north to "E" Street. The reverse detour
routing will be established for eastbound traffic.
Barricades will be set across "E" Street easterly of the northbound 1-5 off-
and on-ramps and easterly of the trolley railroad tracks.
