RECOMMENDATION: That Council reject the bids. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: This is the third time that the City has bid this particular project. The first s, Inc.cof San this year and we n the amount of received only one Water Systems, . that time was $56,340 and the City' s estimate was $56,500. The project was put out to bid a second time and the engineer's estimate increased to $75,000. This time two bids were received, one from McLintock for $107,288 and one from Brinegar & Fuller for $148,688. Staff believed the contractor' s price for this project far exceeded what should have been expected for the scope of work outlined on the plans. Also, inadvertently, Live Water Systems, Inc. failed to rebid the project. as It was recommended that the project be rebid a third and final that they This wwas predicated, in part, on input from Live Water Systems, still interested in the project and certain cost cutting Inc.g meeasures could wbe incorporated. Unfortunately, the Live Water Systems, higher this time than previously after having hired a new cost estimator. Bids were received from three contractors as follows: 1 . Alex McLintock, Inc. - National City $107,288.00 2. Dyno Construction, Inc. - San Diego 1 117 7,208.00 3. Live Water Systems, Inc. - San Diego In light of the discrepancy between the engineer' s estimate and bids submitted, we recommend rejection of all bids. Previous Council action referred the pursuit of additional options for the project to the Library Board of Trustees. FISCAL IMPACT: Not applicable.
