security at Park Plaza at the Village, the adjacent parking

On September 4, 1986 the City Council acting as the Redevelopment Agency
directed staff to prepare a resolution for the appropriation of funds to pay
for additional security at Park Plaza at the Village, the adjacent parking
structure and other public parking lots within the downtown area. A
resolution has been prepared and is attached for the Council ' s consideration.
The resolution provides funding for Chula Vista Police Reserves and Chula
Vista Police Officers to patrol Park Plaza at the Village and other downtown
public parking lots.
RECOMMENDATION: That the City Council accept the report and approve the
attached resolution appropriating monies for additional security.
BOARDS/COMMISSIONS RECOMMENDATION: The Town Centre Project Area Committee
recommends the use of Chula Vista police reserves to patrol Park Plaza at the
Village and the adjacent parking structure as an interim solution.
DISCUSSION:
The program developed to improve security at the Park Plaza parking structure
is considered an interim solution until a permanent program can be developed.
The resolution appropriates funds to pay the Chula Vista Police Reserves to
patrol Park Plaza at the Village, the adjacent parking structure and other
downtown parking lots for a period of six months. Depending upon their
availability, patrols will be conducted between 10:00 a.m. and 12:00 midnight,
4 days a week. The estimated cost for this service is $22,200. The
resolution also provides funding for Chula Vista Police Officers to supplement
the patrols conducted by the police reserves for the subject areas. The
police officers will patrol the same areas 3 days a week, for a period of 60
days. The Chula Vista Police Department recommends that the patrol be
conducted between 6:00 p.m. and 12:00 midnight. The estimated cost for this
service is $6,400. The use of police officers will permit surveillance seven
days a week for the first 60 days of the interim program. However, due to the
availability of police officers, the patrols will probably be conducted on an
overtime basis.

This interim solution allows staff time to consider and evaluate permanent
solutions to improving security. This program also provides Park Plaza
merchants time to raise funds to match the City' s contribution so that the
police reserve patrols can continue for an additional six months. At the
September 4 Agency meeting, the manager of Marie Callender' s reiterated that
his restaurant will pay up to one-third of the Park Plaza's matching
contribution. Also, the manager of UA 6 Theaters has stated that the theatre
would be willing to participate in financing the security.
FISCAL IMPACT: The total estimated cost to the City is $28,600. The Park
Plaza merchants have agreed to match the City' s contribution for police
reserves ($22,200) so that the patrols can continue for an additional six
months. Although Park Plaza at the Village, the adjacent parking structure
and the downtown parking lots are within the Town Centre Redevelopment Project
Area, redevelopment funds cannot be used for security service. Staff is
currently investigating as to whether parking meter funds can be used to fund
this activity with the understanding that the Redevelopment Agency would
contribute an equal amount of money towards the acquisition and improvement of
land for additional off-street parking. This matter will be discussed with
the Town Centre Project Area Committee at their meeting scheduled for
September 18.
