These policies and procedures specify that an Emergency Replacement Account shall be established within the Fund. This account was to be utilized for replacement of vehicles after the start of the fiscal year not specifically budgeted. Such requests would only be considered if special factors necessitate the prompt and timely replacement of the vehicle, rather than waiting until the next fiscal year, such as damage beyond economic repair. These requests were to submitted to the City Council for final approval . RECOMMENDATION: That the City Council approve the resolution authorizing the emergency replacement of a vehicle assigned to the Building and Housing Department. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: On August 13, 1986, a Building Inspector was traveling eastbound on Davidson Street. Another motorist, traveling northbound on Third Avenue, ran a red light and collided with the vehicle driven by the Building Inspector. The vehicle driven by the Building Inspector was a 1976 two-door sedan: a Chevrolet Chevette. This vehicle is recommended for emergency replacement based on a number of factors: • The cost of repair of the damage suffered by the vehicle in the accident would exceed its Blue Book value. The estimate of the cost of repairing the damage suffered by the vehicle in the accident is $1700. The vehicle, on the other hand, only has a low Blue Book value of $700 and a high value of $1200. • The vehicle was beginning to suffer a great deal of downtime due to re airs. Over the past twelve months, this vehicle was down 464 ours for repairs. This is the equivalent of 11 .6 work weeks or 22% of the fiscal year. Page 2, Item 17 Meeting Date-97678-6 The vehicle will cost $8,000 to replace with the replacement to be a compact pickup truck. The City has contacted the insurance company for the motorist who collided with the Building Inspector and is seeking to recover damages. The damaged vehicle will be sold at auction. FISCAL IMPACT: Sufficient funds are available within the Emergency Replacement Account of the Emergency Replacement Fund (705-7050-5564).
