Television Inspection of Designated Sewer Mains, Phase II in
the City of Chula Vista, California"

National Plant Services Inc. has completed the cleaning, closed circuit
television inspection of selected sewer mains within the City and has prepared
a report which evaluates the condition of the sewer mains inspected. This
contract, dated April 10, 1986, was awarded by the City Council on March 25,
1986, by Resolution 12415.
RECOMMENDATION: That Council approve resolution accepting the work.

DISCUSSION:
National Plant Services, Inc. completed their work on August 29, 1986. On
this date, we received their written report on the condition of the sewer
mains, they cleaned and closed circuit television inspected. The mains
inspected included: 400 linear feet of 6-inch; 35,263 linear feet of 8-inch;
and 2,280 linear feet of 10-inch diameter pipes. These lines were chosen for
inspection because they are among the oldest in the City (40 years and older)
and are the ones where we have experienced a high incidence of blockages in
the past.
The television inspection showed that in general , four major problems exist in
these sewer mains: (1 ) broken sections, holes and broken joints; (2) root
intrusions and offset alignment at various joints; (3) flat or sagging
sections in several reaches and; (4) protruding (tap ins) service lateral
connections in many locations throughout the sewer mains inspected. The cost
to repair the deficiencies was estimated by the consultant to be about
$338,600.
This contract is the second of a two-phase project and completes the
inspection of 77,820 linear feet of the oldest sewer mains in the City. The
City sewerage system consists of about 1 ,222,600 linear feet of sewer mains of
various sizes. Therefore, we have now inspected 6.4% of our total sewerage
system.

Both phases of the inspection program have identified certain deficiencies
which need to be corrected at an estimated cost of $500,000. Engineering
staff in the next several months will be putting together a construction
contract for repair and replacement of those sewer pipes which were identified
as being cracked and broken. $150,000 has been budgeted in this year's CIP
for forJcontinui,ng nignspectioprogram of our sewer initiated future budget
requests infrastructure and for repair
of deficiencies.
The work done by National Plant Services, Inc. was reviewed by Public
Works/Engineering staff and found to be in accordance with the contract
specifications and to be to the satisfaction of the Director of Public
Works/City Engineer.
