RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
APPROVING THAT CERTAIN MEMORANDUM OF UNDERSTANDING CONCERNING
WAGES AND OTHER TERMS AND CONDITIONS OF EMPLOYMENT BETWEEN THE
CITY OF CHULA VISTA AND THE CHULA VISTA CHAPTER, WESTERN
COUNCIL OF ENGINEERS FOR FISCAL YEAR 1990-91
The City Council of the City of Chula Vista does hereby resolve as
follows:
WHEREAS, the Management Negotiation Team representing the City Manager of
the City of Chula Vista, acting for and on behalf of the City Council of the
City of Chula Vista, have heretofore met and conferred with the Chula Vista
Chapter, Western Council of Engineers, an organization representing certain
members of classified employees in the City of Chula Vista, in accordance with
the provisions of Section 3500 et seq. of the Government Code of the State of
California, and
WHEREAS, the Memorandum of Understanding jointly prepared by said parties
as a result of meeting and conferring in good faith includes the following
changes from the previous Memorandum of Understanding:
1. Wa es - All classifications represented by WCE will receive a 5% wage
increase~tive the first pay period in July 1990 (july 13, 1990}.
2. Professional Registration - All represented employees, registered by
the State of California as a Professional Engineer, or Land Surveyor, and such
registration is not a requirement of the position held, shall receive 5%
additional compensation.
3. Health and Welfare - The flexible benefit plan is increased from the
current $3600 to $4100.
4. P~ofe~Sional Enrichment The professional enrichment fund is
increased from the current $1700 to $3400 and the maximum reimbursement per
employee is increased from $100 to $200 for the fiscal year.
5. Miscellaneous
Extraordinary Service - The language is modified in this section to
allow greater flexibility to recognize employees who have had
exceptional performance.

Flexible Work Schedule The language in this section is
modified to allow the employees and the City to jointly
implement flexible pay periods as well as a flexible week work
schedule where said schedules are to the mutual benefit of both
parties.
Health Care Coverage - In the case of two City employees who are
married to one another, this MOU allows one spouse to cover the
other as a dependent.
Jury Duty and Court Leave - Incorporated into this agreement is
new lan9ua9e not previously included which outlines the
procedure by which employees who are called to serve on jury
duty or to serve as a witness in a court action, shall be
9ranted leave of absence.
Labor/Management Relations The City a9rees to complete the
current study of the engineerin9 classification structure with a
specific focus on the adequacy of existing career path. The
City also agrees to gather information for WCE on catastrophic
leave policies and to continue to consider Martin Luther King
Day as either a fixed or floating holiday.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Chula Vista that the compensation of said employees will become fixed and
certain pursuant to agreement of the parties effective July 13, 1990.
BE IT FURTHER RESOLVED that the City Council of the City of Chula
Vista does hereby approve and accept the Memorandum of Understandin9 as
described above for fiscal year 1990~91.
