ITEM TITLE: Resolution to 71 v - Establishing executive and middle management
fringe benefits for FY 1986-87 and rescinding
Resolution 8107 designating middle management group

Attached is a 1986-87 revised benefit package for executive and middle managers
for FY 1986-87.
RECOMMENDATION:
Adopt resolution and rescind Resolution 8107.1
BOARD/COMMISSION RECOMMENDATION: N.A.
DISCUSSION
The following changes are proposed to the fringe benefit plan for executive
and middle managers:
1 . That the market basket for executive managers be increased to $3,000.
2. That the market basket for middle managers be increased to $2,800,
the same amount as in the Western Council of Engineers MOU.
3. That up to 20% of the market basket for executive and middle managers
may be used as deferred compensation, with a dollar-for-dollar match
from the employee' s salary.
4. That an Administrative Leave plan for exeuctive and middle management
be approved in concept, with a detail proposal to be brought back
later for review and approval before such a plan is implemented.
FISCAL IMPACT
The fiscal impact for this fringe benefit package is included in the compensation
agenda statement and will be reflected in the FY 1986-87 budget.
1Resolution 8107, adopted 4/6/76, designated the Middle Management Group.
Rather than amend this resolution each time a position is added or deleted
from this group, it is recommended that this resolution be rescinded inasmuch
as the compensation and fringe benefit resolutions contain a current listing
of middle managers.
