management employees for FY 1986-87

This resolution provides for the establishment of a compensation plan for
middle managers for FY 1986-87.

DISCUSSION:
As Council is aware, a salary survey for middle management and executive
level employees was conducted this year to determine the position of Chula
Vista salaries in relationship to comparable California cities. Each year,
similar surveys are conducted except that this year the list of cities was
revised to reflect the increased size of Chula Vista, both in terms of population
and organization. Also, this was the first time within the last five years
that the list of comparable cities was updated.
The current salary survey was used as a guide in developing the recommended
salary increases below, along with performance and internal salary relationships, which
were also taken into account. The result is a major step in getting closer
to the average of what is paid middle management employees in other comparable
cities.
Based on the above, it is recommended that all middle management employees
receive a 7.5% salary increase effective the first pay period in July (July 4,
1986) . In addition, it is recommended that the following positions receive
special adjustments above the increase just described as indicated below:

The special adjustment for Park Superintendent effective October 10 is for
a currently vacant position. This adjustment is necessary to bring it in
line with the other division head in this department, the Recreation Superintendent.
It should be noted that the 7.5% increase for Traffic Engineer will be withheld
pending sucessfully meeting certain performance standards.
FISCAL IMPACT
The total additional cost for this compensation is approximately $227,225.
A resolution appropriating these funds and amending the FY 1986-87 budget
is also on the agenda for this meeting.
