Since future development on the site will require a large amount of imported fill to bring the property up to the level of the adjacent roadways, the applicant would like to take advantage of the available fill material . nsider RECOMMENDATION: That the City Council conduct a public hearing the consider the attached resolution, and findings therein, stockpiling of fill material on the National Avenue Associates property is consistent with and adequate to carry out the policies of the Certified Chula Vista Local Coastal Program and issue a Coastal Development Permit for said proposal subject to the conditions listed in Attachment A of the resolution. DISCUSSION: The applicant proposes to place +150,000 cubic yards of imported earth on an ty area of about 9 acres located east of the intersection itof isationaln Cite Boulevard and the State Route 54 right-of-way. portion of the City's coastal zone jurisdiction east of 1-5. Prior to the placement of the fill , "silt stop" sediment control fencing (or equal ) will be installed per specification. It will be located 10 feet from the toe of the fill . This provision will avoid siltation in the Sweetwater River Channel . Finish grading and planting of all slopes will be accomplished prior to November 1 . In accordance with the regulations within the Certified LCP, grading for any purpose, including stockpiling of fill , is prohibited between November 1 and April 1 . All areas that will be disturbed by the grading will be planted with native vegetation prior to the November 1 date. Based on the following findings, the proposed controlled fill , subject to conditions listed i n Attachment of the Certified Chula resolution, V�sta has Bayfront Local to be consistent with the policies Coastal Program. 1 . As proposed, the controlled fill will be consistent with the goal of the Certified LCP of importing earth to ensure building pads above the 100-year flood level . 2.
