HomeMy WebLinkAboutAgenda Statement 1986/09/02 Item 8 COUNCIL AGENDA STATEMENT Item 8 Meeting Date 9/2/86 ITEM TITLE: Resolution/0170;2- Approving agreement for Professional Consultant Services for EastLake Greens/Activity Corridor Plan SUBMITTED BY: Director of Planning REVIEWED BY: City Manager (4/5ths Vote: Yes No X ) The attached agreement with Mr. Bud Gray, Planning Consultant, and EastLake Development Company, a California partnership, is for temporary professional planning assistance. The assistance will allow the City to process, in a timely fashion, planning documents for the 911-acre EastLake Greens/Activity Corridor for land generally between Telegraph Canyon Road and Orange Avenue Extended and easterly of future SR #125. RECOMMENDATION: That Council waive the Consultant Selection Policy and approve the attached agreement authorizing the Mayor to sign on behalf of the City Council . BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: In 1985, the City of Chula Vista approved a SPA Plan, Planned Community District Regulations, Public Facilities Finance Plan, Development Agreement and Subdivision Maps to EastLake I. A portion of EastLake I, about 377 acres north of Telegraph Canyon Road was shown in a conceptual form only. The applicant now wishes to detail that area plus annex and general plan an additional 534 acres for the development of a golf course community. EastLake along with El Rancho Del Rey are amongst the largest and most important private developments the City will see during the next ten years. It is vital for Council to have a thorough evaluation of each project. This consultant will help expedite the review and evaluation of the project without adversely affecting the ongoing operations of the Planning Department. Mr. Bud Gray has previously acted in the capacity of general plan consultant, Acting Planning Director and staff project consultant for the review of EastLake I. In addition, he is presently project coordinator for the General Plan Update, Master Public Facilities and Transportation Plans for the City of Chula Vista. His knowledge with both the City of Chula Vista and EastLake is singular and long standing. Staff and the applicant are of the opinion that no other consultant, at this time, could bring to bear the same degree of experience and expertise. It is anticipated that Mr. Gray would spend approximately 1/3 to 1/2 time on the General Plan Update and 1/3 to 1/2 time on the EastLake Greens Project. His General Plan role is more of a project manager to the City than a technical participant. Page 2, Item 8 Meeting Date 9/2/86 For the above reasons and acknowledging that this project is a partial extension of EastLake I, staff feels it is appropriate to continue the services of Mr. Gray and waive the normal consultant selection policy. The applicant will reimburse the City for the full costs of the consultant as well as pay the normal SPA plan filing fees.
