HomeMy WebLinkAboutReso 1990-15789 RESOLUTION NO. 15789 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING ARGUMENTS FOR CITY PROPOSITIONS TO BE PLACED ON THE NOVEMBER 6, 1990 BALLOT The City Council of the City of Chula Vista does hereby resolve as follows: WHEREAS, by Resolution No. 15694 on July 10, 1990, the City Council called and gave notice of the holding of a general municipal election to be held in Chula Vista on Tuesday, November 6, 1990, and WHEREAS, on July 10, 1990 by Resolution No. 15695, the City Council requested the Board of Supervisors of the County of San Diego to consolidate the general municipal election with the statewide general election to be held on November 6, 1990, and WHEREAS, on August 7, 1990 by Resolution No. 15748, the City Council added to City ballot measures to be placed on the ballot for the general municipal election to be held on said date in addition to the election of certain officers consisting of propositions amending the Charter of the City of Chula Vista, and WHEREAS, Elections Code Section 5013 authorizes the City Council or any member or members of the City Council authorized by the City Council to file a written argument for any City measure, and WHEREAS, staff has prepared and the City Council has reviewed the proposed ballot arguments in favor of said propositions. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista does hereby approve the written arguments attached hereto in Exhibit "A" and incorporated by this reference as if fully set forth herein, and authorizes that they be filed with the City C1 erk on behalf of the City Council. BE IT FURTHER RESOLVED that rebuttals to the aforementioned ballot arguments shall not be permitted. Presented by and Approved as to form by D. Richard Rudolf Assistant City Attorney Resolution No. 15789 Page 2 ARGUMENT IN FAVOR OF PROPOSITION : There are four Charter-created advisory boards or commissions: the Planning Commission, the Board of Library Trustees, the Civil Service Commission, and the Parks and Recreation Commission. The Planning Commission consists of seven members. The Parks and Recreation Commission consists of at least five members, and the City Council has ordinance authority to change the number of members, in the same manner as this proposition proposes with regard to the Board of Library Trustees. Most of the other boards and commissions advisory to the City Council created by either ordinance or resolution have at least seven members, many have more than seven members. It is desirable to expand the number of opportunities for citizen participation in government by increasing the number of available advisory board and commission positions. Approval of Proposition will harmonize the propositions of Section 607 with those of Section 611"~lating to the Parks and Recreation Commission, and allow the City Council by ordinance to increase the number of positions available for citizen participation in local government. We urge you to vote "yes" on Proposition ARGUMENT IN FAVOR OF PROPOSITION : It is very desirable to have widespread citizen input into local government. The Chula Vista City Charter creates four boards or commissions advisory to the City Council: Planning Commission, Board of Library Trustees, Civil; Service Commission, Parks and Recreation Commission. Many other boards, commissions and committees advisory to the City Council are created by ordinance or resolution. These advisory boards, commissions and committees provide valuable citizen input to the workings of City government and very helpful advice and consultation to the City Council. Service on those advisory boards and commissions felt by the citizens to be so significant as to be established in the Charter should not be monopolized by a few citizens. The Charter should contain a statement prohibiting membership by any one person on any of those four boards or commissions established in the Charter. The prohibition will not apply to membership on other boards, commissions or committees established by ordinance or resolution by the City Council, and thus will not prevent an enthusiastic citizen from enjoying the largest possible civic participation. However, for those Charter-created advisory boards and commissions, approval of Proposition will allow the greatest number of people to participate in the available positions.
