Lettieri , Planning Consultant, and McMillin Development Company, Inc. , a California Corporation, is for temporary professional planning assistance. The assistance will allow the City to process in a timely fashion, the first SPA plan for land lying north of "H" Street and east of 1-805. RECOMMENDATION: That Council waive the Consultant Selection Policy and approve the attached agreement authorizing the Mayor to sign on behalf of the City Council . BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: In 1985, the City Council approved a Specific Plan Amendment of the El Rancho Del Rey for the Gersten Company. The property was subsequently purchased by the El Rancho Del Rey Partnership consisting of McMillin Development, Inc. and Home Capital Corporation. On June 3, 1986, City Council approved the SPA Boundaries and phasing for Rancho Del Rey. The El Rancho Del Rey Partnership now wishes to proceea with the processing of a SPA planning application for the first phase of development. The application will be filed later this summer. El Rancho Del Rey, along with EastLake, are amongst the largest and most important private developments the City will see during the next 10 years. It is vital for Council to have a thorough evaluation of each project. This consultant will help expedite the review and evaluation of the project without adversely affecting the ongoing operations of the Planning Department. Due to the uniqueness of our particular need for professional planning assistance by individuals with large scale development experience, governmental agency experience and a familiarity with the City of Chula Vista, we believe it is in the best interests of the City to waive the normal consultant selection policy. The project applicant concurs in our selection of the individual consultant. The applicant will reimburse the City for the full costs of the consultants as well as pay the normal SPA plan filing fees. FISCAL IMPACT: There will be no net fiscal impact to the City of Chula Vista. All costs will be paid by the applicants. WPC 3033P
