Approving MOU concerning wages and other terms and conditions of employment with the Chula Vista Police Officers Association for FY 1986-87 SUBMITTED BY: Assistant City Manager REVIEWED BY: City Manager 4/5 Vote: Yes NoX Negotiating teams representing the City and the Chula Vista Police Officers Association (POA) have reached agreement on a Memorandum of Understanding (MOU), which has been ratified by POA's membership. Major changes to the existing MOU are indicated below. RECOMMENDATION: That Council adopt the resolution ratifying the MOU. BOARDS/COMMISSIONS RECOMMENDATION: N.A. The 1986-87 MOU with POA includes the following major changes: 1 . Wages - Effective with the pay period beginning July 4, 1986, wages for Association members will be increased 7%. 2. New Shift Schedule - A new shift schedule for Patrol officers, which will improve peak hour coverage and eliminate double back schedules for some officers, has been included in the MOU. 3. Overtime - Due to requirements of the Fair Labor Standards Act (FLSA), all training time that is overtime (more than 80 hours in a 14 day period) will be paid at time and one half rather than straight time. 4. Driving Eligibility - A new section has been added to ensure that employees that drive City vehicles have valid driver's licenses. 5. Substance Abuse - The City and POA have agreed to meet in an effort to develop a mutually agreeable detection and substance abuse testing program. Page 2, Item lOa Date 8/5/86 6. Changes in Differentials - Current Rate Negotiated Rate A. Education Incentive AA/AS $20 per pay period $30 per pay period BA/BS $40 per pay period $60 per pay period B. Bilingual Pay $40 per month $65 per month C. Motorcycle Pay $55 per month $65 per month D. Dog Handlers $35 per month $65 per month E. Field Training Officers -0- 40 cents per hour 7. Health Plan - The City will provide the cost of an improved Kaiser Plan or, at the employee' s option, the cost of the City' s co-pay plan (Travelers) . A dental plan will be made available to all employees by the City at no direct cost to the City. If a POA members elects to take Travelers coverage rather than Kaiser, sufficient money would be available to meet dental care costs. 8. Life Insurance - The life insurance policy on each officer will be increased from $3,000 to $10,000. 9. Holidays - The number of hard holidays for POA has been increased from five to six, with the addition of Memorial Day (same as other employees) . 10. Deferred Compensation for Employee Retirement Contribution - Under new IRS rulings, the employee's contribution to PERS can be treated as Deferred Compensation, which reduces the employee' s taxable income by the amount of contribution to PERS. It should be noted in reviewing the above fringe benefit changes that the POA does not have a Market Basket Plan. FISCAL IMPACT: The total additional annual cost for the compensation package is approximately $475,000, which falls within the established guidelines. Additional funding will be appropriated in a single appropriating resolution once wage increases have been determined for all City employees.
