Engineering, Inc. , for General Plan Update Services

On December 10, 1985, Council authorized the issuance of a request for
Statement of Qualifications for general planning services to prepare a
completely new General Plan for the City. Eleven firms from throughout
California responded to the request by submitting Statements of Qualifications
to the Planning Department.
These eleven firms were evaluated by staff and four firms were selected for
interviews. PRC Engineering was selected as the best qualified firm and a
detailed work program and contract was prepared for City Council
consideration. The project is estimated to take approximately 14 months to
complete.
RECOMMENDATION: That Council adopt the resolution approving the agreement
with PRC Engineering for general planning services.

DISCUSSION:
1 . Project Description
The proposed work program envisions a multi-disciplinary team carrying out
three major tasks which, when integrated into a single document, will
constitute a new General Plan for the City of Chula Vista and the
surrounding planning area. The three major tasks are General Plan,
Transportation Plan and Public Facilities Plan. A Library Master Plan
will also be integrated into the final plan; this work was authorized by
Council on July 8, 1986. This contract deals with the first of these
three major tasks--the General Plan. The other two major tasks will be
conducted by a transportation planning firm and a civil engineering firm.
These latter two firms will be selected within the next two months and
work programs will be prepared for Council consideration.
Employing three separate consulting firms for the General Plan,
Transportation and Public Facilities projects will ensure that the City is
receiving the best technical assistance in each specialty area.

Coordination of the individual components will be facilitated by Bud Gray,
contract planner, under the direction of the City Manager, Planning
Director and Public Works Director.
2. Consultant Selection Process
The invitation for submittal of Statement of Qualifications was issued on
January 13, 1986, to over 40 planning firms. In addition, publication of
notice was made in the San Diego Tribune on February 14, 1986, inviting
submittals from other interested firms. The date for responses was
February 28, 1986.
On March 7, 1986, a screening committee composed of the Director of
Planning and members of the planning staff evaluated submittals from
eleven (11 ) firms, which included:

The evaluation by staff narrowed the finalists to four firms:

An interview panel consisting of:
1 . John Goss, City of Chula Vista
2. Lyman Christopher, City of Chula Vista
3. John Lippitt, City of Chula Vista
4. Richard Empey, County of San Diego
5. Charles Woolever, City of San Diego
6. Bud Gray, Planning Consultant
7. Dan Pass, City of Chula Vista
8. George Krempl , City of Chula Vista
After the interview, conducted on April 2, 1986, an extensive reference
check was conducted of each of the finalists. After considering all of
the factors, PRC Engineering was determined to be the best qualified firm
for the General Plan project.

Negotiations began with representatives of PRC Engineering to produce a
detailed work program, project schedule and schedule of fees, all of which
are attached.
3. Proposed Work Program
a. Research and Analysis of General Plan Policies and Program - result
will be a written summary of goals, policies, objectives plus
analysis of existing City planning policies and programs.
b. Baseline Studies - result will be collection and organization of
basic information needed to prepare plans for the study area.
c. Economic/Fiscal Analysis - result will be economic evaluation of the
City, public finance strategies and analysis of fiscal impact of
alternative land use plans.
d. Community Design Element - result will be Citywide community design
element integrating various design policies and manuals.
e. Central Chula Vista Plan - result will be a new General Plan for the
urbanized portion of the City.
f. Eastern Territories Land Use and Open Space Plan - result will be
three alternative land use plans with input from the transportation
and public facilities studies for City selection of final plan.
g. Master EIR - result will be environmental impact report evaluating
any environmental impacts and mitigation measures of the new General
Plan.
h. General Plan Reformatting and Report - result will be the final
documentation of the City' s new General Plan. This document will
conform to the mandatory requirements of State Law and such
additional elements as determined by the City Council to be necessary
for guiding and managing the City's future growth and development
through the year 2005.
In total , the General Plan consultant is estimating the total project will
require 4220 labor hours to complete.
4. Relationship of the General Plan Update Work with Projects Planned in the
Eastern Territories
We would expect the consultant to interact with and exchange information
with the major property owners in the Eastern Territories including
EastLake, UNICAL, United Enterprises, McMillan, Stafford/Gardner & Kruer,
Bonita Meadows land ownership and property owners within the recently or
soon to be annexed Otay River Valley. We would also anticipate a close
working relationship with the County of San Diego regarding the Sweetwater

Area (Bonita/Sunnyside) as well as the various other unincorporated land
holdings within Chula Vista's potential sphere of influence.
At one point during a recent Council workshop, it had been suggested that
perhaps the developers in the Eastern Territories should pay for a portion
of the General Plan Update affecting them. Staff does not support the
idea of developer financial participation for a number of reasons. We
believe the General Plan issues of sewer, water, drainage, transportation,
land use, community character, growth management strategy, goals and
objectives, etc. really transcend any single development or group of
projects. Further, the infrastructure design for the Eastern Territories
has planning implications for the Central Chula Vista and Montgomery Areas
and visa versa. Finally in terms of objectivity, perception,
city/developer relationship on future development requests, and public
acceptance and implementation of an updated City General Plan, we support
proceeding with the work in a financially independent fashion. The
project coordinator as well as the planning consultant support his
approach also.
FISCAL IMPACT: The estimated total project cost is $228,000. Sufficient
monies have been budgeted in the FY 86-87 planning department budget from the
General Fund.
