HomeMy WebLinkAboutAgenda Statement 1987/07/28 Item 6 COUNCIL AGENDA STATEMENT Item 6 Meeting Date 7/28/87 ITEM TITLE: Resolution l: ` 7� Accepting drainage easements for the construction of the Telegraph Canyon Creek Flood Control Channel Project SUBMITTED BY: Director of Public Works/City Engineer REVIEWED BY: City Manager, (4/5ths Vote: Yes No X ) Easements across seven parcels of land have been acquired to construct the Telegraph Canyon Creek Flood Control Channel project between 400 feet east of Broadway and Industrial Boulevard. The following owners of seven parcels have dedicated the easements: 1 . Greenbrier Apartments Ltd. 2. Earl Scheib Realty Corp. 3. Vito Comes 4. Martha Griffith 5. Ratner Corporation 6. 0. J. Evenson, et al 7. Southern California Paper Inc. RECOMMENDATION: That Council adopt resolution accepting the drainage easements. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The Telegraph Canyon Creek Flood Control Project will significantly benefit the community. It has been in the planning and design process for several years. The project is expected to start construction within the next 60 days. We have obtained all easements. However, due to time restraints all but three of the easements are in the form of "right-of-entry" permits. The property owners have in essence agreed to allow us to construct the channel across their property with the understanding that we will prepare appraisals to compensate them for the easements at a future time. The appraisals are now being prepared by our right-of-way Agent (County of San Diego). This form of dedication is an acceptable method and is necessary to obtain the "right-of-way" in time to meet the project's schedule. Page 2, Item 6 Meeting Date 7/28/87 The three property owners for which we have easement dedications are: Greenbrier Apartments Ltd. , Martha C. Griffith, and Southern California Paper Inc. They will be compensated $2,700, $14,100, and $1 ,600 respectively. The compensation for the other four owners (Scheib, Comes, Ratner Corp. and 0. J. Evenson, et al ) will be known at a later time. FISCAL IMPACT: The total cost for the acquisition of the seven drainage easements is still unknown. The cost known to date (for three easements) amounts to $18,400.
