This contract has expired. On February 18, 1987, the City of San Diego decided to abandon its request for waiver and to proceed towards construction of a secondary treatment system so as to be in conformity with EPA discharge requirements. William ah Harshman, to replace one which expired June 30, 1986, professional services because of his detailed knowledge and extensive experience in local interagency sewerage relationships, especially in Metro Sewer matters. RECOMMENDATION: That Council adopt the resolution approving the contract and authorize the Mayor to execute the document in behalf of the City. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The recent decision by the City of San Diego to proceed towards construction of a secondary treatment system will require all member agencies to represent will and, if necessary, protect the past, d certainly Metro wil matters. This is underscored by the fact that the construction of a secondary treatment system is a monumental project which will require about 10 years to implement at a cost of $1-$2 billion. The impact that this project will have on the City of Chula Vista is potentially significant. Chula Vista's share of the secondary system construction and engineering cost could run as high as $170,000,000. Page 2, Item 14 Meeting Date 1/21/8/ It is, therefore, important that the City have available to it the expertise and capability to respond to proposals by the City of San Diego to protect the City's interests. The proposed contract calls for hiring of a Sewerage Consultant during the 1987-88 fiscal year. The major services to be provided relate to Metropolitan Sewer System issues. One of these is to aid the Director of Public Works in Metro matters such as negotiating with the City of San Diego on Metro costs. This includes negotiations regarding total Metro System flow and credits to be applied to Chula Vista payments. Also negotiations regarding "expansion" versus "betterment" concerning Metro maintenance and operation costs. The consultant would also aid the Director in discussions, negotiations, and document review relating to upgrading the Metro System to secondary treatment. Actual assignments to be made shall be determined by the Director of Public Works. It is proposed that Mr. William Harshman be retained on an hourly basis per the terms of the contract. The contract would be for one year. He is uniquely qualified to serve the City as a Sewerage Consultant because of his long experience (33 years) as an employee of the City during which time one of his primary duties was interagency sewerage matters. Mr. Harshman was employed by the City prior to the formation of the Metro System and construction of the existing treatment plant at Point Loma. He helped formulate the existing agreements and amendments thereto between the City and Metro. He has unique qualifications, knowledge and experience in Metro matters which can assist us now. Hourly compensation is to be $35.00 and the maximum total compensation is not to exceed $14,000 for the 1987-88 fiscal year. $30,000 has been budgeted in the FY 87-88 CIP Project SW-109 for consultant services involved with the Metro Sewer System upgrading. FISCAL IMPACT: Maximum cost not to exceed $14,000 and likely will be less. Actual cost will depend upon number of hours of work performed.
