HomeMy WebLinkAboutAgenda Statement 1987/07/21 Item 13 COUNCIL AGENDA STATEMENT Item 13 Meeting Date 7/21/87 ITEM TITLE: Resolution,/J/ 7 Approving agreement between the City of Chula Vista and JHK & Associates for the de ign of a traffic control system SUBMITTED BY: Director of Public Works/City Engineer REVIEWED BY: City Manager (4/5ths Vote: Yes No X ) In March 1987, the City requested the submission of proposals by qualified consultants to design a Traffic Signal Master Control System for the purpose of controlling approximately 100 traffic signals within the City limits by the use of a central computer. Thirteen Requests for Proposals were mailed to consultants throughout California. Only two proposals were submitted to the City; however, they were from two of the most highly qualified consultant firms for traffic signal systems design. Both consultants were interviewed and the firm of JHK & Associates has been selected to do the design work. A final contract has been negotiated between the Director of Public Works and the consultant and is presented tonight which outlines the work program, project schedule and compensation. RECOMMENDATION: That Council approve the agreement between the City of Chula Vista and JHK & Associates for the design of the traffic control system. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: Proposals for the traffic control system design were received from the consulting firms of JHK & Associates and P. R.C. Engineering. Both firms were interviewed by a five member selection committee that was comprised of the following individuals: Mr. John C. Tsiknas - Project Management Consultant Mr. Edward C. Krulikowski - City Traffic Engineer, El Cajon Mr. Don McLaughlin - Senior System Specialist, City of Los Angeles Mr. Tom Garibay - Deputy Director of Public Works/Engineering, City of Chula Vista Mr. Charles M. Glass - City Traffic Engineer, City of Chula Vista Each of the consulting firms and their proposals were evaluated on the following: Page 2, Item 13 Meeting Date //21/87 • Resources - the firm's technical , financial and overall ability to meet proposed time schedules. • Experience - the firm and project manager' s experience on similar projects of related scope. • Qualifications - the qualifications and special expertise of the project staff. • Response to Project Proposal - the understanding of the project proposal , related specific experience to project requirements and evidenced project objectives/budget restraint relationships. • Past Performance - the past performance of both the firm and the project manager. As a result of the consultant interviews, the City's selection committee was unanimous in recommending the firm of JHK & Associates. Although both firms had excellent qualifications, the committee felt that JHK & Associates "Response to Project Proposal " was much better in understanding the project and responding to the City 's needs. Over the past several weeks, the Director of Public Works and the City' s Project Management Consultant, Mr. Tsiknas, have met with JHK & Associates and have negotiated an appropriate contract for the design of the system. This represents the next major phase in the implementation of the Citywide Traffic Signal Master Computer Interconnect. This design phase will consist of two major tasks: a) the detailed system design and b) preparation of plans, specifications and estimates. The total cost for this work is not to exceed $150,000. The above work will begin in August 1987 and is scheduled for completion by January 1988. The next task will be FAU project approval which could take up to six months after the design is complete. After we secure FAU project approval , the final tasks of System Implementation, Training, and Evaluation can proceed. These phases will take approximately one year to complete. Per the above project schedule, we expect the entire system to be fully operational by the summer of 1989. FISCAL IMPACT: The total cost of the design phase of this project is $150,000. Adequate funding has been appropriated and is available in the current Capital Improvement Program. This is a multi-year FAU project with a total estimated cost of $2,000,950.
