On May 19, 1987, the City Council approved the Community Development Block
Grant (CDBG) budget for fiscal year 1986-87. Included in that approved budget
were funds for the organizations listed above. Agreements for supporting
these programs must be approved before funds can be released. Copies of the
proposed agreements are attached.
RECOMMENDATION: That Council adopt the three resolutions approving
agreements with the three organizations.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The programs operated by the three non-profit community oriented organizations
are directed to principally benefit low and moderate income persons.
The Metropolitan Area Advisory Committee (MAAC Project) operates a wide range
of social services throughout the South Bay. The organization operates the
Otay Community Center in the eastern section of Montgomery. City CDBG funds
are to be used to operate a van to transport Chula Vista Senior Citizens to
and from events held at or sponsored by the Otay Community Center. MAAC will
be required to keep a driver' s log to monitor the use of the van and the
clients served by it, so that it can be better established that clients served
are principally City residents.
The Regional Task Force on the Homeless is being funded to assist the South
Bay Homeless Committee in developing an organized action plan for addressing
the many problems faced by individuals and the community as a result of
homelessness in the South Bay. The Regional Task Force on the Homeless will
provide staff support to the committee and ensure that the South Bay Homeless
Plan is completed prior to completion of the contract period. Performance of
the organization will be monitored by both the City and the South Bay Homeless
Committee.

The San Diego Resident Relations Foundation is being funded to expand tenant/
landlord dispute resolution and housing information and referral services in
Chula Vista. The organization proposes to make presentations at local
schools, community centers, housing complexes and civic group meetings. They
propose to work with the police department to assist in resolving
tenant-landlord dispute issues. They also propose to work in tandem with the
City's Fair Housing Officer to investigate fair housing issues and to assist
residents experiencing housing problems.
FISCAL IMPACT: The total cost of the programs, $25,000, will be funded from
1987-88 Community Development Block Grant Funds.
