ITEM TITLE: Resolution/fl/.. Approving contract with the County of
San Diego for City Implemen ation of County-funded CDBG
Projects

As a result of the annexation of the Montgomery area, the City has agreed to
implement certain public improvements projects in Montgomery which were funded
by the County Community Development Block Grant (CDBG) program prior to the
annexation but which have not yet been constructed. While authority for HUD
funding for Montgomery is undergoing transition from the County to the City, the
County is also receiving CDBG funds for Montgomery projects which were
approved by the City for 1986-87 and 1987-88 program years and which are to be
implemented by the City. This item is to consider approving a contract for
County funding and City implementation of five public improvement projects in
the Montgomery area which fall into these categories.
RECOMMENDATION: That the Council adopt the resolution approving the
contract with the County of San Diego.
BOARDS/COMMISSIONS RECOMMENDATION: Of the five projects included in the
contract, four were recommended for funding by the Montgomery Planning
Committee in the budget process. They were Fifth Avenue Street Improvements
from Oxford Street to Orange Avenue, Lauderbach Community Center Kitchen
Improvements, Shy Lane Improvements, and Woodlawn Park Metes and Bounds
Survey. The fifth project, Lauderbach Community Center Security Lights and
Parking Lot was approved by the County prior to the Committee's existence.
DISCUSSION:
For program years 1986-87 and 1987-88, CDBG funds for the Montgomery area are
continuing to be received by the County. The City has instructed the County
on what projects to fund and, with approval of contracts with the County, the
City will implement the projects. The City has also elected to implement
prior year projects funded by the County but as yet uncompleted. The projects
included in this contract are as follows:

With approval of the contracts, the City may proceed with implementation of
the projects and will receive reimbursement payments from the County for
expenses incurred. At a later date, a contract for Montgomery projects
included in the 1987-88 CDBG Montgomery budget will come before the Council
for consideration.
FISCAL IMPACT: With approval of the contract, the City will be able to
receive reimbursements from the County of up to $287,601 for the cost of
implementing the five projects.

Dear Mr. Jiacoletti ,
Enclosed is the back-up material you requested to support the City of
Chula Vista's reimbursement claims dated 3/3/88 on County contracts
25702 & 25017. In the future, I will send the required copies of
invoices and/or staff reimbursement authorizations and apologize for
the initial oversight.
You advised me over the phone that the County document we have,
including the one approved by the Board of Supervisors, has an incorrect
contract number written as 25071 and that your accounting department
established the number as 25017. As you know, even the signed agreements
between City and County, including the recently amended agreement, refer
to the County contract number 25071 . In light of this I would appreciate
receiving written confirmation of the number correction. Copies of your
letter should be sent to our City Clerk, Engineering and Community Develop-
ment Departments.
