HomeMy WebLinkAboutAgenda Statement 1987/07/14 Item 26 COUNCIL AGENDA STATEMENT Item 26 Meeting Date 7/14/87 ITEM TITLE: Resolution //-31/ 2-, Approving Change Order No. 3, removal of underground fuel tanks at various locations in the City of Chula Vista and authorizing the City Engineer to execute 0g1111 change order on behalf of the City SUBMITTED BY: Director of Public Works REVIEWED BY: City Manager (4/5ths Vote: Yes No X ) On April 10, 1987, the City Council by Resolution No. 12940 awarded a contract to American Processing Co. , Inc. for the removal of underground tanks at various locations in the City. Subsequently, Council by Resolution No. 13063 (June 9, 1987) approved Change Order No. 2 for the disposal of contaminated soils discovered in conjunction with the removal of the tanks. This change order (in the amount of $13,720.96) is for the removal of sludge found inside a tank located at 707 "F" Street and for the disposal of the tank. The project will be completed at the conclusion of the tank disposal procedures. RECOMMENDATION: That Council adopt the resolution approving the change order and authorizing the City Engineer to execute it on behalf of the City. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: American Processing Co. is nearly completed with the removal of eight (8) underground fuel tanks at five (5) locations in the City. All work has been done in accordance with the project's specifications. The last tank to be removed (located at 707 "F" Street) was found to contain sludge that needs to be tested before the tank can be cleaned and taken to a disposal site. Per the project' s contract specifications, all tanks were supposed to be empty. The contractor, therefore, has submitted a proposal to accomplish this work for $6,037.91 . In addition, American Processing Co. has requested $7,683.05 for the excavation of contaminated soil after removal of the tanks at Fire Station No. 1 . The additional excavation was needed to reach a depth where soil was no longer contaminated and acceptable to the County of San Diego Hazardous Material Management Unit Inspector. Staff has reviewed the invoices, totalling $13,720.96, and concurs with the charges as submitted. Page 2, Item 26 Meeting Date 7/14/87 Change Order No. 3 will increase the total contract amount to $58,895.96. This will be $4,895.96 more than staff had estimated the removal of the eight tanks would cost. The Council , on November 11 , 1986, appropriated $94,000 for the removal of the eight tanks ($54,000) and the installation of two new 1 ,000 gallon tanks at Fire Station No. 2 ($40,000) . The change order, therefore, will decrease the $40,000 budgeted for installation of new tanks to tanks. In. This that it is not, staff owl l request additional funds when tanks.
