At 2:00 p.m. on July 1 , 1987, in Conference Room 2 in the Public Services
Building, the City Engineer received sealed bids for East "H" Street/Auburn
Avenue and Max Avenue/Orange Avenuetraffic signal installation in the City of
Chula Vista. Bids were received from two (2) qualified electrical contractors
to install the two traffic signals. Max and Orange was funded in the 1986-87
CIP and E. "H" Street and Auburn is funded in the 1987-88 CIP.
RECOMMENDATION: That Council accept the bids and award the contract to D &
H Perry, Inc. dba Perry Electric in the amount of $51 ,822.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Bids were received from two contractors as follows:
1 . D & H Perry, Inc. , dba Perry Electric - Spring Valley $51 ,822
2. Select Electric, Inc. - San Diego $63,333
The low bid by Perry Electric was below the Engineer's estimate of $55,000 by
$3,178 or 5.78%. We have reviewed the low bid and believe it to be excellent
and recommend awarding the contract to Perry Electric.

NOTICE TO CONTRACTORS
SEALED PROPOSALS will be received at the office of the City Engineer, City of
Chula Vista, until 2:00 p.m. on Wednesday, July 1, 1987 , at which
time they will be publicly opened and read for performing work as follows:
TRAFFIC SIGNAL INSTALLATION AT EAST "H" STREET/AUBURN AVENUE
AND ORANGE AVENUE/MAX AVENUE IN THE CITY OF CHULA VISTA, CALIFORNIA
The City of Chula Vista hereby notifies all bidders that it will affirmatively
ensure that in any contract entered into pursuant to this Notice, minority
business enterprises will be afforded full opportunity to submit bids in
response to this invitation and will not be discriminated against on the
grounds of race, color, sex, or national origin in consideration for an award.
No bid shall be received unless it is made on a Proposal Form furnished by the
City Engineer. Each bid must be accompanied by cash, certified check,
cashier's check, or bidder's bond, made payable to the City of Chula Vista for
an amount equal to at least ten percent (10%) of the amount bid, such Guaranty
to be forfeited should the bidder to whom the contract is awarded fail to
enter into the contract. No bidder' s Guaranty is required if the bid amount
is $25,000 or less.
In accordance with the provisions of Section 1773 of the Labor Code of the
State of California, the City of Chula Vista has ascertained the general
prevailing wage scales applicable to the work to be done. The prevailing wage
scales are those determined by the Director of Industrial Relations, State of
California and are available in the Office of the City Engineer. The
Contractor who is awarded the contract and who intends to use a craft or
classification not shown on the general prevailing wage determinations, may be
required to pay the wage rate of that craft or classification most closely
related to it as shown in the general determinations effective at the time of
the call for bids.
No bid will be accepted from a contractor who has not been licensed in
accordance with the provisions of Chapter 9, Division 3 of the Business and
Professions Code.
Plans, forms of proposals, bonds, contract, special provisions, and
specifications may be examined at the office of the City Engineer, Public
Services Building, 276 Fourth Avenue, Chula Vista, California. Copies of
plans and specifications may be obtained at the office upon payment of $5. 75•
Remit $8.75 if you wish- to have the plans and specifications mailed to you.
If payment s to be made by check, it should be made payable to the "City of
Chula Vista".
NO REFUND WILL BE MADE.

PROPOSAL REQUIREMENTS AND CONDITIONS
EXAMINATION OF PLANS, SPECIFICATIONS, SPECIAL PROVISIONS, AND SITE OF WORK:
The bidder is required to examine carefully the site of and the proposal ,
plans, specifications, and contract forms for the work contemplated, and it
will be assumed that the bidder has investigated and is satisfied as to the
conditions to be encountered, as to the character, quality, and quantities of
work to be performed and materials to be furnished, and as to the requirements
of the specifications, the special provisions, and the contract. It is
mutually agreed that submission of a proposal shall be considered prima facie
evidence that the bidder has made such an examination.
PROPOSAL FORM:
All proposals must be made upon forms furnished by the Engineering Department.
The following documents must be completed and submitted with the bid:
1 . Proposal
2. Designation of Subcontractors
3. Affidavit to Accompany Proposal
4. Bidder's Bond
5. Addendums (if any)
The low bidder must complete the "Disclosure Statement" prior to award of the
contract.
After award of the contract, the successful bidder must complete the following
additional documents:
1. Bond for Faithful Performance
2. Bond for Material and Labor
3. Contract
4. Non-Collusion Affidavit
5. Workmen's Compensation Insurance Declaration
6. Guarantee (if required)
REJECTION OF PROPOSALS CONTAINING ALTERATIONS, ERASURES , OR IRREGULARITIES:
Proposals may be rejected if they show any alterations of form, additions not
called for, conditional or alternative- bids, incomplete bids, erasures, or
irregularities of any kind.
In case of disparity in the proposal between the lump sum or unit bid price
shown in figures and words, the unit bid price or lump sum amount as stated in
words shall prevail and take precedence.
The right is reserved to reject any and all proposals.

BIDDER'S GUARANTY:
The City Charter requires that all bids of more than twenty-five thousand
dollars ($25,000.00) shall be accompanied by cash, certified or cashier' s .
check, or a bidder' s bond executed by a corporate surety authorized to engage
in such business in California, made payable to the City of Chula Vista.
All bids shall be presented under sealed cover and shall be accompanied by a
bidder's Guaranty if the amount of the bid exceeds $25,000. The bidder' s
Guaranty shall be for an amount equal to at least ten percent (10%) of the
amount of said bid, and no bid shall be considered unless such Guaranty is
enclosed therewith.
The contractor is responsible for including a proper bid Guaranty whether or
not the amount of the total bid is correct. If it is found upon opening of
the bid and checking the bid items that a bid guaranty should have been
included and was not (the correct grand total bid amount exceeds $25,000) , the
bid shall be rejected. Also, if the amount of the bid bond is less than that
specified in the notice inviting bids or in the specifications referred to
therein, the bid shall be subject to rejection. Cause for rejection for
insufficient amount of bid Guaranty shall be left to the discretion of the
City.

Proposals will be opened and read publicly at the time and place indicated in
the Notice to Contractors. Bidders or their authorized representatives are
invited to be present.

Note:
City to furnish controllers and cabinets, signal standards complete with mast
arms, indications, pedestrian lights, push buttons and signs, internally
illuminated street name signs, safety lighting luminaires, ballasts, photo
cells, back plates and mounting brackets.

1 . The complete Contract includes all of the Contract Documents as if set
forth in full herein, to wit: The Advertisement for Bids; the Proposal ;
the Accepted Bid; the Affidavit to Accompany Proposal ; the Faithful
Performance Bond; the Labor and Material Bond; the Plans and
Specifications; Standard Specifications, Standard Special Provisions,
Chula Vista Standard Special Provisions, Standard Plans, Special

2. The Contractor will furnish all materials except as otherwise provided in
the Specifications or on the Plans and will perform all the work for:
TRAFFIC SIGNAL INSTALLATION AT EAST "H" STREET/AUBURN AVENUE
AND ORANGE AVENUE/MAX AVENUE IN THE CITY OF CHULA VISTA, CALIFORNIA
All of the above work is on City property or on easements, and under the
directions of the Engineer or other official designated by the Owner to
provide compliance with the terms and specifications of the contract and all
included documents all as provided in and subject to the Contract Documents.
3. The Owner will pay the Contractor in current funds for the performance of
the Contract on the basis of the accepted unit prices and the actual
measured quantities of work done at such times as are stated in the
Specifications, and will otherwise fulfill its obligations thereunder.
4. All time limits stated in the Contract Documents are of the essence of
this Contract.
5. In accordance with the provisions of Section 1773 of the Labor Code, City
has ascertained the general prevailing rate of wages applicable to the
work to be done. The prevailing wage scales are available in the office
of the City Engineer.

2-1 Award and Execution of Contract
(p.28) Add:
The award of the contract, if it be awarded, will be to the lowest
responsible bidder whose proposal complies with all the requirements
described. The award, if made, will be made within sixty (60) days
after the opening of the bids. All bids will be compared on the
basis of the engineer' s estimate of quantities of work to be done.
The contract shall be signed by the successful bidder, and returned
together with the contract bonds, within ten (10) working days after
the bidder has received notice that the contract has been awarded.
No proposal shall be considered binding upon the City until the
execution of the contract.
It shall be the responsibility of the successful bidder to make an
appointment within the above time limit to sign the contract in the
City Engineer's office and to discuss the construction operations
with the Engineer, or his representative. Failure to execute a
contract and file acceptable bonds as provided herein within ten (10)
working days after the bidder has received notice that the contract
has been awarded, shall be just cause for the annulment of the award
and the forfeiture of the proposal guaranty.
RETURN OF BIDDER'S GUARANTIES:
Within ten (10) working days after the award of the contract, the
City of Chula Vista will return the cash or checks accompanying the
proposals which are not to be considered in making the award. All
other proposal guaranties will be held until the contract has been
finally executed, after which the cash or checks will be returned.
Bid bonds will be returned upon request.
NON-COLLUSION PROVISION:
The Contractor to whom this contract is to be awarded shall file a
sworn Non-Collusion affidavit executed by, or on behalf of, the
person, firm, association or corporation to whom the contract is
awarded. This affidavit shall be executed and sworn to by the
successful bidder before such persons as are authorized by the laws
of the State of California to administer oaths, on the form included
in these contract documents. The original of such sworn statement
shall be filed with the City Clerk prior to the award of the contract.

2-5 Plans and Specifications
2-5.1 General Add: -
(p.30) All authorized alterations affecting the requirements and information
given on the approved plans shall be in writing. No changes shall be
made of any plan or drawing after the same has been approved by the
Engineer, except by direction of the Engineer.
Finished surfaces in all cases shall conform with the lines, grades,
cross sections and dimensions shown on the approved plans.
Deviations from the approved plans, as may be required by the
exigencies of construction, will be determined in all cases by the
Engineer and authorized in writing.
2-5.2 Precedence of Contract Documents Add:
(p.31 ) In the event of any discrepancy between any drawing and the figures
written thereon, the figures shall be taken as correct.
2-10 Authority of Board and Inspection Add:
(p.34) Whenever the contractor varies the period during which work is
carried on each day, he shall give due notice to the Engineer, so
that proper inspection may be provided. The Contractor shall pay a
fee established by the City for inspection services, required outside
of regular working hours, and on Saturdays, Sundays, and holidays
recognized by the City. Any work done in the absence of the Engineer
will be subject to rejection.
Delete Section 4-1 .3.3 "Inspection by the Agency" from Standard
Specifications and add the following:
4-1 .3.4 Inspection by the Agency and Testing
(p.41 ) The Agency will provide all inspection of work and materials within
the City limits of the City of Chula Vista. For private contracts,
all costs of inspection at the source, including salaries and mileage
costs, shall be paid by the Permittee.
When required by the Engineer, tests shall be made to determine
compliance with the plans and specifications.
The test shall be performed by a laboratory approved by the Engineer
and the number of tests shall be determined by the Engineer.
The costs of these tests shall be borne by the Contractor.

6-3 Suspension of Work Add:
(p.47) The City Engineer shall have the authority to suspend the work wholly
or in part for such period as may be necessary to determine whether
or not there has been compliance with any provisions of the contract
and all related documents due to the manner in which the work has
been performed. When the City Engineer orders suspension of the work
for non-compliance with the contract terms, said suspension shall in
no event extend past one week (7 days) unless the City Engineer or
his designate shall file upon the Contractor a notice of
non-compliance of contract terms.
6-6.2 Extensions of Time Add:
(p.49) It is further agreed that, in case the work called for under the
contract is not finished and completed in all parts and requirements
within the time specified, the City Council shall have the right to
extend the time for completion or not, as may seem best to serve the
interest of the City; and if it decides to extend the time limit for
the completion of the contract, it shall further have the right to
charge to the Contractor, his heirs, assigns or sureties, and to
deduct from the final payment for the work all or any part, as it may
deem proper, of the actual cost of engineering, inspection,
superintendence, and other overhead expenses which are directly
chargeable to the contract, and which accrue during the period of
such extension, except that the cost of final surveys and preparation
of final estimate shall not be included in such charges.
The Contractor shall not be assessed with liquidated damages nor the
cost of engineering and inspection during any delay in the completion
of the work caused by Acts of God or of the Public Enemy, acts of the
City, fire, floods, epidemics, quarantine restrictions, strikes,
freight embargoes, and unusually severe weather or delays of
subcontractors due to such causes; provided that the Contractor
shall , within ten (10) days from the beginning of such delay, notify
the Engineer, in writing, of the causes of delay, who shall ascertain
the facts and the extent of the delay, and his findings of the facts
thereon shall be final and conclusive.
6-7 Time of Completion Add:
(p.49) All work shall be completed within Thirty (30) Calendar Days
from the date of issuance of a notice to proceed.
7-2 Labor
7-2.2 Laws Add:
(p.51 ) Employment of Apprentices

Attention is directed to the provisions in Section 1777:5
(Chapter 1411 , Statutes of 1968) and 1777.6 of the Labor Code
concerning the employment of apprentices by the prime contractor or
any subcontractor under him who is awarded a contract over $30,000 or
20 working days. Section 1777.5, as amended, requires the contractor .
and subcontractor employing tradesmen in any apprenticeable
occupation to employ a ratio of not less than one apprentice for each
five journeymen, except under the following conditions.
A. When unemployment in the area of coverage by the joint
apprenticeship committee has exceeded an average of 15 percent
in the 90 days prior to the request for certificate, or
B. When the number of apprentices in training in the area exceeds a
ratio of one to five, or _ •
C. If there i s a showing that the apprenticeable craft or trade is
replacing at least 1/30 of its journeymen annually through
apprenticeship training on a statewide or local basis, or
The Contractor is required to make contributions to funds established
for the administration of apprenticeship programs if he employs
registered apprentices or journeymen in any apprenticeable trade on
such contracts, and if other contractors on the public works site are
making such contributions. The Contractor and any subcontractor
under him shall comply with the requirements of Sections 1777.5 and
1777.6 in the employment of apprentices.
Information relative to apprenticeship standards, wage schedule, and
other requirements may be obtained from the Director of Industrial
Relations, ex officio the Administrator of Apprenticeship, San
Francisco, California, or from the Division of Apprenticeship
Standards and its branch offices.
The City of Chula Vista is required to notify the Division of
Apprenticeship Standards within 5 days of the award of any contract
covered under the above provisions.
Attention is also directed to the provisions of Section 1776 of the
Labor Code concerning "Payroll Records of Wages Paid: Inspection:
Effect of Noncompliance: Penalties. " The Contractor is required to
be in conformance with this section. Copies of the wage reporting
form are available from Division of Labor Standard Enforcement (DLSE).
7-3 Liability Insurance Add:
(p.52) Bodily Injury and Property Damage
The contractor shall provide a single limit policy with aggregate
limits in the amount of $1 ,000,000. This shall be considered at the

minimum limits. The City reserves the right to require insurance for
a higher coverage than the minimum limits. All insurance carriers
shall comply with the items listed below:
1 . Listing by the State Insurance Commission as a company .
authorized to transact the business of insurance in the State of
California.
2. A Best's Rating of "A", Class v , or better.
3. Where a company is not included in Best' s, it must show by
convincing evidence that its financial responsibility is equal
or better than the rating set forth in No. 2.
The Contractor shall , within ten (10) days after the awarding of the
contract, and before commencing the work of construction, deposit
with the City Engineer of the City of Chula Vista, a certificate
certifying that such insurance is, and will be, in full force and
effect from the time the work is commenced until completed.
7-10 Public Convenience and Safety
7-10.1 Traffic and Access Add:
(p.56) All traffic control shall be done in accordance with the latest
revised edition of the manual of Traffic Controls prepared by the
California Department of Transportation. The latest revised edition
of the Traffic Control Manual of the American Public Works
Association may be used as a handy reference for compliance but does
not excuse the contractor from not complying with the State manual .
7-13 Laws to be Observed Add:
(p.58) Taxes
All applicable State or Federal taxes shall be considered as included
in the amount paid for the various items of work. The contractor
shall be responsible for payment of such taxes to the proper
governmental authority.
The Contractor shall keep himself fully informed and comply with all
existing State laws and all Municipal Ordinances and Regulations of
the City which in any manner affect those engaged or employed in the
work, or the material used in the work, or which in any way affect
the conduct of the work, and all such orders and decrees of bodies or
tribunals having any jurisdiction or authority over the same.
Resolution 3077 requires that all underground work be completed prior
to the street being surfaced.

Contractors shall be licensed in accordance with the provisions of
Chapter 9 of Division III of the Business and Professions Code, State
of California.
Unless otherwise specified, the Contractor shall procure all permits •
and licenses, pay all charges and fees, and give all notices
necessary and incidental to the due and lawful prosecution of work.
The Contractor shall have a valid City business license.
9-1 Measurement of Quantities for Unit Price Work Add:
(p.62) The estimate of the quantities of work to be done and materials to be
furnished are approximate only, being given as a basis for the
comparison of bids, and the City of Chula Vista does not expressly or
by implication agree that the actual amount of work will correspond
therewith, but reserves the right to increase or decrease the amount
of any class or portion of the work or to omit portions of the work
that may be deemed necessary or expedient by the Engineer.
9-3 Payment
9-3.2 Partial and Final Payment Add:
(p.64) The Engineer shall , after the completion of the contract make a final
estimate of the amount of work done thereunder and the value of such
work, and the City shall pay the entire sum so found to be due after
deducting therefrom all previous payments all amounts to be kept and
all amounts to be retained under the provisions of the contract. All
prior partial estimates and payments shall be subject to correction
in the final estimate and payment. The final payment shall not be
due and payable until the expiration of 35 days from date of
acceptance of the work by the City Council .
It is mutually agreed between the parties to the contract that no
certificate given or payments made under the contract, except the
final certificate or final payment, shall be conclusive evidence of
the performance of the contract, either wholly or in part, against
any claim of the City, and no payment shall be construed to be in
acceptance of any defective work or improper materials.
And the Contractor further agrees that the payment of the final
amount due under the contract, and the adjustment and payment for any
work done in accordance with any alterations of the same, shall
release the City, City Council and the engineer from any and all
claims or liability on account of work performed under the contract
or any alteration thereof.
The City will allow the substitution of securities for any monies
that the City is withholding as a retention in order to ensure the
performance under this contract. Such substitution shall be in
accordance with California Government Code Section 4590.

9-3.3 Delivered Materials Add:
(p.64) The City shall retain 50 percent of the value of the materials so
estimated to have been furnished and delivered and unused as
aforesaid as part security for the fulfillment of the contract by the
Contractor and shall monthly pay to the contractor, while carrying on
the work, the balance not retained, as aforesaid, after deducting
therefrom all previous payments and all sums to be kept or retained
under the provisions of the contract.
ADDITIONAL SECTION:
FEDERAL STATUTORY REQUIREMENTS FOR FEDERALLY ASSISTED CONSTRUCTION PROJECTS
Contractor agrees to comply with all applicable standards, orders, or
regulations issued pursuant to the Clean Air Act of 1979 (42 U.S.C. 1857 et
seq. ) and the Federal Water Pollution Control Act (33 U.S.C. 1251 et seq. ) as
amended. These requirements apply to contracts and subcontracts of amounts in
excess of $100,000.

PART 2
SPECIAL PROVISIONS
2-01 DESCRIPTIONS
The work to be done consists of:
- Installation of two (2) Type 170 City-furnished controllers and two (2)
City-furnished 332 cabinets.
- Furnish and install two (2) SDG&E approved meter pedestals.
- Installation of 16 signal standards complete with foundations, mast arms,
signal heads, pedestrian lights, pushbuttons, safety lighting, internally
illuminated street signs, loop detectors, and all necessary conduits,
conductors, pull boxes, visors, backplates, brackets, etc. necessary to
make the system operational .
- Remove and deliver three (3) existing street light standards to Fifth
Avenue and "C" Street (476 "C" Street) in Chula Vista, CA.
- Sandblast 4 stop legends and small amount of lane striping.
The work to be done is shown on City of Chula Vista drawings numbered 87-186,
and 87-185.
2-02 STANDARD SPECIFICATIONS AND STANDARD DRAWINGS
The Standard Specifications for Public Works Construction (1982) commonly
referred to as the "Green Book" , the State of California Department of
Transportation Standard Specifications (July 1984), San Diego Regional
Standard Special Provisions, Chula Vista Standard Special Provisions, the
State of California Department of Transportation Standard Plans, Regional
Standard Drawings, and Chula Vista Construction Standards, all as adopted by
the City of Chula Vista with the latest revisions, are made a part of the
Specifications. All provisions applicable to the work to be performed in
accordance with these drawings and Special Provisions of this project shall
apply whether specifically referred to herein or not. References to the
Standard Specifications have been made in the Special Provisions. These
references apply directly to the work the contractor is to perform.
(A) Regulations and Codes
Use Section 86-1 .02.

2-03 PUBLIC CONVENIENCE AND SAFETY
Public convenience and safety shall be in accordance with Section 7-10 of the
Standard Specifications for Public Works Construction and Section 7-10 and
Part 1 , Special Provisions, General . The Contractor shall provide the City
with a traffic control plan for approval two weeks prior to starting work if
required by Engineer. If driveways are to be closed temporarily due to
construction, the owners shall be given a minimum 48 hour advance notice.
Traffic control shall conform to "Manual of Traffic Controls," 1985 Edition.
(A) Traffic Control
The contract price includes traffic control and shall include all work
necessary to conform with Section 7-10 of the Standard Specifications.
The street shall remain open to traffic at all times. Flagmen may be
necessary to provide safety. Traffic control shall conform to "Manual of
Traffic Controls" 1985 edition.
(B) Maintaining Traffic and Existing Electrical Systems
Use Section 7-1 .08, 7-1 .09 and 86-1 .05.
Contractor shall provide a list of responsible personnel and telephone
numbers where they may be reached in an emergency. Full compensation for
conforming to all of the provisions of "Maintaining Existing Electrical
Systems" shall be considered included in the contract unit price, and no
additional compensation will be allowed therefor.
Through traffic must be maintained at all times on East "H" Street, Auburn
Avenue, Orange Avenue, and Max Avenue.
No traffic restrictions allowed on East "H" Street and on Orange Avenue
before 9:00 a.m. and after 3:00 p.m.
2-04 PROGRESS OF WORK AND TIME OF COMPLETION
The Contractor shall provide the City Engineer written notice of the specific
date upon which he plans to commence work. Notice shall be given at least
FORTY-EIGHT (48) hours in advance. Once work is started, the Contractor shall
conduct his operations for continuous progress of work on a daily basis.
2-05 REQUIRED SUBMITTALS
(A) Equipment Lists and Drawings
Use Section 86-1 .03.
(B) As Built Drawings
A set of blueline prints and a set of specifications will be kept at all
times at the job site, on which all changes or variations in the work,
including all existing utilities are to be recorded and/or corrected
daily, and submitted to the City Engineer when the work to be done is
compl ete.

2-06 CALLS FOR INSPECTION
The Contractor shall give 24-hour notice on all calls for inspection. Any
work performed without benefit of inspection shall be subject to rejection and
removal . For inspection call 691-5023 or 691-5028. For electrical
inspections, call Mike Shaw at 691-5045.
2-07 TRAFFIC AND ELECTRICAL IMPROVEMENTS
(A) Foundations
Use Section 86-2.03, "Foundations" of the Standard Specifications, except
for Portland Cement Concrete. (Use Standard Specifications for Public
Works Construction Section 201 for Portland Cement Concrete. ) Mix design
to be used will be the highest strength shown. Refer to manufacturer's
detail for anchor bolt pattern.
Exact location of signal standards to be determined in the field by City
Engineer.
All foundations to be potholed before excavation is begun. In the event
that a conflict is found with the utilities, location of the standard to
be as directed by the City Engineer. Any further potholes to be done on
an extra work force account basis, and shall be paid as per the State of
California Department of Transportation Standard Specifications, July 1984.
(B) Standards
Use Section 86-2.04, Chula Vista Construction Standard 6 and these Special
Provi sions.
Deliver all salvaged street light standards to Fifth Avenue and "C" Street
City yard.
Refer to plan sheets 87-186 and 87-185 for pole schedules.
City of Chula Vista to furnish all signal standards and anchor bolts.
(C) Traffic Signals and Appurtenances
Use Section 86-4 and Standard Plans.
All traffic signal standards, mast arms, signal heads, visors, back
plates, brackets, etc. , shall be furnished by the City of Chula Vista.
- Contractor to furnish all signal lamps.
All signal heads shall have twelve (12) inch indications with glass lenses.

Mast arm and bracket mounted signals shall conform to Chula Vista
Construction Standard #8.
- Traffic signal lamps to be furnished by the contractor.
Refer to pole schedule (plan sheets 87-186 and 87-185) for length of mast
arms and mounting.
(D) Pedestrian Signals
Pedestrian signals shall conform to Section 86-4.05A(7) , "Pedestrian
Signal Faces," of the Standard Specifications and these Special Provisions.
Pedestrian signals shall be Type G. Each Type G pedestrian signal shall
consist of a housing with front screen, a message plate and two light
sources, each consisting of luminous tubing and power supplies for the
luminous tubing.
The message plate shall be 1/8-inch nominal thickness, ul traviol et-
tabi 1 i zed, prismatic-patterned polycarbonate plastic; 3/16-inch nominal
thickness hammered wire-glass; or 3/16-inch nominal thickness
ultraviolet-stabilized, prismatic-patterned acrylic plastic. The message
plates shall have a flat-black surface over the entire projected area
except where the symbols are located. The material used to mask the
message plate shall be hard and durable and shall bond such that it will
not flake nor peel when the message plat is in use or is washed. The
symbols shall be the only illuminated portion of the message plate.
Each light source shall have a separate power supply. Each power supply
shall require less than 30 watts with a power factor of not less than 90
percent over a range of input voltages from 105 to 130, at a frequency of
60(+/-1 )Hz.
Pedestrian signals shall be furnished by the City of Chula Vista.
- Contractor to furnish all pedestrian signal lamps.
(E) Pedestrian Push Buttons
Use Standard Plan ES-5D.
Pedestrian push buttons to be Type B. Refer to pole schedule for location
of push buttons and signs.
Signs to have black legend on white background.
Pedestrian push buttons and push button signs to be furnished by the City
of Chula Vista.

(F) Tnternally Illuminated Street Name Signs
Internally illuminated street name signs shall conform to the State of
California Standard Plan, ES-33, and these Special Provisions.
Internally illuminated street name signs complete with photo cells and
mounting brackets to be furnished by the City of Chula Vista.
Signs shall be Type A.
The internally illuminated street name signs shall be metered on a
separate circuit breaker. Each sign shall be controlled by a PEC.
Internally illuminated street name signs on plan sheet 87-186 - legend
shall be:
Auburn Avenue
Internally illuminated street name signs on plan sheet 86-185 - legend
shall be:
Max Avenue
Signs to be shortest length available.
(G) Safety Lighting
Use Section 86-6 and Chula Vista Construction Standards.
Refer to pole schedule, plan sheets 87-186 and 87-185 for length of
luminaire mast arms length.
Luminaires to be 250 watt HPSV cutoff with integral regulator ballasts,
multi-voltage taps, l0A fuses and twist-lock photo cells.
City of Chula Vista to furnish luminaires and photo electric cells.
- Contractor to supply all 10 amp fuses and all fuseholders.
Luminaires shall be adjusted to be 5 degrees from the horizontal , or as
directed by the Engineer.
Wiring to be #8 THW minimum.
Functional testing: The functional test for each lighting system shall
consist of not less than 7 days. If unsatisfactory performance of the
system develops, the conditions shall be corrected and the test shall be
repeated until the 7 days of the continuous, satisfactory operation is
obtained.

(H) Service
Use Section 86-2.11 .
Electrical service to be obtained from SDG&E service point shown on plan
sheets 87-186 and 87-185. Service to be 3 conductor 120/240 volt.
Signals and street name signs to be metered, safety lighting to be
unmetered. Meter, signal , street name signs, and safety lighting
disconnect breakers to be mounted on the service pedestal .
- Contractor to furnish all breakers.
Use 1-P, 50 AMP circuit breaker for signals. Use 1-P, 20 amp circuit
breakers for street name signs. Use 1-P, 30 amp circuit breaker (or
larger if necessary) for safety lighting.
Meter pedestal to be Type III service cabinet.
Meter pedestal to be SDG&E approved.
- Contractor to furnish meter pedestal and verify service location and
requirements with SDG&E.
(I) Field Test of Controller
Use Section 86-2.14.
Testing of control equipment and cabinet wiring shall be done at the City
of Chula Vista labs located at 707 "F" Street prior to field installation.
(J) Controller, Cabinet
Use Section 86-3.
The controller assembly shall be a type 170 conforming to Section 86-3.11
of the Standard Specifications and to the Cal Trans publication titled,
"Traffic Signal Controller Equipment Specifications" dated April 1978 with
addenda through June 1984.
The City of Chula Vista of Vista will furnish two (2) controllers and two
cabinets.
(K) Bonding and Grounding
Bonding and grounding shall conform to Section 86-2.10, "Bonding and
Grounding," of the Standard Specifications, these Special Provisions, and
Chula Vista Design Standard Number 9 (CVDS-9) .
Conduit to be grounded to signal standard anchor bolts using copper
grounding strap and brass bolts. This is to be done below top of concrete
foundation.

Grounding jumper shall be attached by a 3/16 inch or larger bolt in the
signal standard or controller pedestal and shall be run to the conduit,
ground rod or bonding wire in adjacent pull box.
Grounding jumper shall be visible after cap has been poured on foundation.
Equipment grounding conductors will not be required in conduit containing
loop lead-in cables only.
(L) Conduit
Use Section 86-2.05 and Chula Vista Construction Standard 7.
Conduit shall be new PVC Schedule 40, 1 -1/2" minimum. All conduit
entering a foundation to be 2" or greater. 1 -1/2" minimum on traffic
signal installation. (Rigid steel conduit is permissible. )
After conductors have been installed, the ends of conduits shall be sealed
with an approved type of sealing compound as required by inspector.
Refer to Plan Sheets 87-186 and 87-185 for size of conduit.
- Contractor to furnish all conduit and conductors.
(M) Trenching, Installation of Conduit, Sidewalk Removal and Replacement
Use 306-1 for trenching and installation of conduit.
For jacking, use 307-2.5.
For repair of jacking pit, Contractor shall reconstruct the existing
street section per 306-1 .5.2 using either Type D 3/8" A.C. on Type III B3
A.C. or deep lift A.C.
If Contractor chooses to reconstruct the existing street section with deep
lift A.C. , he shall place one inch A.C. for each 2 inches of base, plus
existing thickness of A.C. , plus one additional inch of A.C.
Jacking pit shall be filled to the street section with compacted native
material (90% compaction).
For trench resurfacing, use RSD G-24.1 , Type B.
For sidewalk removal and replacement use 73-1 .06. Sawcut and replace the
entire unit between scoring lines or joints.
(N) Pull Boxes
Use Section 86-2.06 and Chula Vista Construction Standard 11 .
Plastic pull boxes or covers shall not be used.
(0) Conductors and Wiring
Use Section 86-2.08, 86-2.09, and Chula Vista Construction Standard 7.

Splices shall be made in the junction boxes in the standards, in
controller cabinets, or with the permission of the City Engineer. A
minimum of 3 feet of slack shall be provided at each splice and 6 feet at
each controller cabinet.
Insulation for #14 and larger conductors shall be THW.
(P) Loop Detector Installation
Use Section 86-5.
Loop lead to be Beldon 8720.
Loop detectors to be #12 solid copper wire with 3/64" insulation (RHW-USE).
Exact location of detectors to be determined in the field by City Engineer.
Loop mark-out will be done by City forces.
Loop detectors shall be 6 feet x 6 feet with turns and 10 foot spacing,
unless otherwise shown on the plans.
Installation - Slots cut in the pavement shall be washed clean, then blown
out and dried, before installation of inductive loop detectors. The
additional length of conductor for each loop shall be twisted together
into a pair (at least 2 turns per foot) before being placed in the slot
and conduit to termination pull box.
Splices in loop detector circuits shall be insulated with heat shrink
tubing. At least one inch of overlap of the conductor insulation shall be
provided. The heat shrink material shall be contracted enough so that no
opening shall be visible at the ends of the tubing.
Residue resulting from slot cutting operations shall not be permitted to
flow across shoulders or lanes occupied by public traffic and shall be
removed from the pavement surface.
After conductors are installed in the slots cut in the pavement for
detectors, the slots shall be filled with sealant in conformance to the
requirements for epoxy sealant in Section 86-5.01A(5) , "Installation
Details," of the Standard Specifications, except that the sealant shall be
at least 7/8 inch thick above the top conductor in the slot.
At the Contractor's/Permittee's option, the type of sealant shall be one
of the following:
Elastomeric Sealant - Elastomeric sealant shall conform to the
requirements in Section 86-5.01A(5) , "Installation Details," of the
Standard Specifications.
Asphaltic Emulsion Sealant - Asphaltic emulsion sealant shall conform
to State Specification 8040-41A-15 and shall be used only for filling
slots in asphalt concrete pavement. Such material shall not be used
in slots which exceed 5/8 inch in width or where the slope causes the
material to run from the slot. The material shall not be thinned in
excess of the manufacturer' s recommendations and shall not be placed
when the air temperature is less than 45 degrees F.

(Q) Galvanizing
Use Section 86-2. 15.
(R) Painting
Use Section 86-2. 16.
Standards and poles for traffic signals shall not be painted.
(S) Traffic Striping Removal
Traffic striping removal shall conform to Section 15, "Existing Highway
Facilities", of the Standard Specifications, and these Special Provisions.
The Contractor shall neatly and thoroughly remove all of the traffic
striping and legends by the sandblast cleaning method. The approximate
quantity of traffic striping removal is shown on the plans.
Full compensation for traffic striping removal shall be considered as
included in the contract price paid for traffic striping removal , and no
additional compensation will be allowed therefor.
(T) Patents
The contractor shall hold and save the City of Chula Vista, its officers,
agents, servants and employees harmless from liability of any nature or
kind, or any claim therefore, including costs and expenses for or on
account of any patented or unpatented invention, article, or appliance,
for use in the performance of this contract, and said contractor agrees to
furnish the said City of Chula Vista with proper release from all such
claims and demands, unless otherwise specifically stipulated in this
contract.
(U) General Statement Concerning Equipment for Use
The products ' names, model and catalog numbers called for in the special
provisions and specifications are for the purpose of establishing quality
of control and auxiliary equipment. In the event the contractor proposes
to substitute materials for that shown on these specifications, the City
shall be notified of such intention and a sample of such equipment may be
required to be submitted for approval . Substitute equipment must be equal
to or better than that specified in all respects. Attention is directed
particularly to Section 86-1 .03 of the Standard Specifications.
(V) Public Utilities
Where it is necessary to attach any part of this improvement to property
of any public utility, the contractor shall make proper application to the
City Engineer, who shall notify the public utility of such attachment and

if such attachment is to be made, such public utility shall be notified by
the City Engineer to make such change within a specified reasonable time.
The contractor shall not interfere with said property until the expiration
of the time specified.
(W) Obstructions
Use Section 7-1 .11 , 7-1 .12 and 8-1 .10.
All existing City-owned signs, posts and guide markers shall be removed
and relocated by the contractor. No additional compensation shall be
allowed for this.
(X) Protection and Restoration of Existing Improvements
Protection and restoration of existing improvements shall conform to
Section 300-1 .2 and as described below.
The Contractor shall be responsible for the protection of public and
private property adjacent to the work and shall exercise due caution to
avoid damage to such property.
The Contractor shall repair or replace all existing improvements within or
adjacent to the area of work (i.e. , irrigation lines, lawns and
landscaping, sprinkler head, fences, drainage work, utility.
installations, etc. ) which are damaged or removed as a result of his
operations. Lawn areas removed shall be resodded. Repairs and
replacements shall be equal to or better than existing improvements, and
shall match them in finish and dimension. 01 material shall be replaced
with new materials.
Trees, lawn, and shrubbery shall be protected from damage or injury.
Trees, shrubbery, plants, and lawn damaged or removed by the Contractor' s
operations shall be replaced, in kind, to its original condition and
location to the satisfaction of the Engineer. Lawn areas shall be seeded,
sodded, or stolonized to match existing lawn. All areas are to receive
soil amendments and fertilizers to assure proper restoration of damaged
areas.
Work performed under this section will ensure that the property will be
restored to an "as good as" or "better than" condition as compared with
conditions existing prior to commencement of construction. The Engineer
shall determine whether or not the property has been restored
satisfactorily.
Full compensation for furnishing all labor, materials, tools, equipment,
and incidentals, and for doing all the work involved in protecting and
restoration of existing improvements is considered included in the
contract lump sum price paid for "Protection & Restoration of Existing
Improvements".

4 .
GUARANTEE
CITY OF CHULA VISTA, CALIFORNIA
In accordance with the terms of this contract between the City of Chula Vista,
hereinafter referred to as the "City" and the undersigned, the following
guarantee for the street lights is hereby made.
Should any of the equipment installed pursuant to said contract prove
defective, due to faulty workmanship, material furnished or methods of
installation, or should the said system or any part thereof fail to operate
properly, as planned, due to any of the above causes, all within one year
after date on which said work is accepted by the City in writing, the
undersigned agrees to reimburse the City, upon demand, for its expenses
incurred in restoring said system to the condition contemplated in said
contract, including the cost of any equipment or materials replaced, or upon
demand by the City, to replace any such equipment and repair said system
completely without cost to the City so that they will operate successfully as
originally contemplated.
The City shall have the unqualified option to make any needed repairs or
replacements itself or to have such replacements or repairs done by the
undersigned, the undersigned agrees that the repairs shall be made and such
materials as are necessary shall be furnished and installed within a
reasonable time after the receipt of demand from the City.
Said system will be deemed defective within the meaning of this guarantee in
the event that they fail to operate as originally intended by the
manufacturers thereof, and in accordance with the plans and specifications
included in said contract.
